General Summary:

--- Environmental Specialist - Safety Sensitive (Wetland Specialist) ---
The environmental specialist - safety sensitive performs routine entry-level activities in regard to assisting the environmental studies unit in an effort to comply with environmental regulations. Responsibilities are performed under direct supervision.

--- Intermediate Environmental Specialist - Safety Sensitive (Wetland Specialist) ---
The intermediate environmental specialist - safety sensitive performs varied and moderately complex activities with regard to ensuring that assigned projects comply with federal and state environmental regulations. Responsibilities are performed under moderate supervision.

--- Senior Environmental Specialist - Safety Sensitive (Wetland Specialist) ---
The senior environmental specialist - safety sensitive performs varied and complex activities with regard to ensuring department compliance with local, state, and federal environmental laws and regulations. Responsibilities are performed under general supervision.

Minimum/Required Qualifications:

--- Environmental Specialist - Safety Sensitive (Wetland Specialist) ---
Bachelor's Degree: Social, Environmental, or Natural Resource Science, or related field

--- Intermediate Environmental Specialist - Safety Sensitive (Wetland Specialist) ---
Bachelor's Degree: Social, Environmental, or Natural Sciences, or related field
Two years of experience in environmental studies.

--- Senior Environmental Specialist - Safety Sensitive (Wetland Specialist) ---
Bachelor's Degree: Social, Environmental, or Natural Sciences, or related field
Four years of experience in environmental studies.

Special Working Conditions/Job Characteristics:

--- Environmental Specialist - Safety Sensitive (Wetland Specialist) ---

  • Preferred experience and/or knowledge of wetland delineation, Section 404 permitting, and wetland/stream mitigation plan development.
  • This position will be responsible for wetland specialist duties.
  • Additional work experience in either of the following areas is desirable: permit compliance relating to Municipal Separate
  • Storm Sewer (MS4) regulation; performing fieldwork, preparation of Biological Assessments, and conducting consultations with the USFWS regarding species protected by the Endangered Species Act.
  • Job may require operation of vehicles to plow snow and spread ice control materials since the position is responsible for assisting with winter operations.
  • Job requires regular, statewide or out-of-state, overnight travel.
  • Job requires exposure to moderately adverse and undesirable environmental conditions.

Examples of Work:

• Evaluates projects for environmental impacts and compliance with state, federal and organizational guidelines; presents information to department staff through frequent and regular communications; makes recommendations regarding the need to avoid or minimize environmental impacts, or develop compensatory mitigation plans.
• Prepares, edits, and reviews internal reports, correspondence, and graphic materials as it relates to environmental regulations, requirements, or other environmental issues; including follow up on permit requests as assigned.
• Obtains detailed information from environmental staff and district personnel to develop, write and edit technical reports in accordance with department policies and practices for approval by the Federal Highway Administration and other agencies.
• Assists with field investigations and analysis regarding biological evaluation and wetland delineations.
• Researches topics concerning federal or state legislation, regulatory agency guidance, and performs literature or computer searches on various environmental topics; provides technical assistance in understanding and complying with state, federal, and organizational environmental standards and regulations, and participates on project core teams.
• Performs other responsibilities as required or assigned.
--- Intermediate Environmental Specialist - Safety Sensitive (Wetland Specialist) ---
• Evaluates projects for environmental impacts and compliance with state, federal and organizational guidelines; presents information to department staff through frequent and regular communications; makes recommendations regarding the need to avoid or minimize environmental impacts, or develop compensatory mitigation plans.
• Prepares, edits, and reviews internal reports, correspondence, and graphic materials as it relates to environmental regulations, requirements, or other environmental issues; including follow up on permit requests as assigned; assists in the preparation of environmental related information and materials for public hearings.
• Obtains information from environmental staff and district personnel to develop, write, and edit technical reports in accordance with department policies and practices for approval by the Federal Highway Administration and other agencies.
• Conducts field investigations and analysis regarding biological evaluation and wetland delineations.
• Develops mitigation agreements and memoranda of understanding with resource agencies, including negotiation of waste cleanup requirements and other mitigation commitments.
• Provides technical support for the preparation of technical reports for inclusion in environmental documents in accordance with federal requirements and department policies.
• Researches topics concerning federal or state legislation, regulatory agency guidance, and performs literature computer searches on various environmental topics; provides technical assistance in understanding and complying with state, federal, and organizational environmental standards and regulation and participates on project core teams.
• Performs other responsibilities as required or assigned.
--- Senior Environmental Specialist - Safety Sensitive (Wetland Specialist) ---
• Evaluates projects for environmental impacts and compliance with state, federal, and organizational guidelines; presents information to department staff through frequent and regular communications; makes recommendations regarding the need to avoid or minimize environmental impacts, or develop compensatory mitigation plans.
• Prepares, edits, and reviews internal reports, correspondence, and graphic materials as it relates to environmental regulations, requirements, or other environmental issues, including follow up on permit requests; prepares environmental related information and materials for public meetings and hearings.
• Obtains information from environmental staff and district personnel to develop, write, and edit technical reports in accordance with department policies and practices for approval by the Federal Highway Administration and other agencies.
• Conducts field investigations and analysis regarding biological evaluation and wetland delineations.
• Provides technical assistance to other business units regarding environmental rules and regulations and their impact on department contracts.
• Researches topics concerning federal or state legislation, regulatory agency guidance, and performs literature computer searches on various environmental topics; provides technical assistance in understanding and complying with state, federal, and organizational environmental standards and regulations; participates on project core teams.
• Develops mitigation agreements and memoranda of understanding with resource agencies, including negotiation of waste cleanup requirements and other mitigation commitments.
• Develops and coordinates training programs for department employees to ensure compliance with environmental regulations concerning the identification, storage, use, and disposal of hazardous waste.
• Performs lead worker responsibilities, which may include providing general instruction, assigning and reviewing work,
coaching and training, providing guidance and instruction in the proper and most efficient methods of accomplishing tasks, and providing input to the direct supervisor on staffing decisions and performance management.
• Performs other responsibilities as required or assigned.
