Biologist / Environmental Scientist

DEA is currently seeking a Biologist / Environmental Scientist for our Salem, OR office. The primary focus of the person in this position will be preparing environmental permit and compliance documentation for transportation focused projects.

Roles and responsibilities will include the following: 

  • Conduct wetland delineations and ordinary high water determinations  within urban and rural settings following state and federal protocols
  • Prepare wetland delineation reports, functional assessments, mitigation plans;
  • Prepare Endangered Species Act compliance documents specific to transportation projects in Oregon;
  • Prepare Clean Water Act and Oregon Removal/Fill permit applications;
  • Prepare NEPA-related technical reports;
  • Prepare Fish Passage Plans for Oregon Department of Fish and Wildlife and National Marine Fisheries Service;
  • Determine applicable rules and regulations to transportation projects and relay environmental requirements to project development team.
  • Coordinate with team members and regulatory agencies as directed;
  • Conduct literature searches, and compile information; and
  • Conduct a variety of science-centered field work and document the results.
  • Assist in preparing scopes of work and estimating level of effort for task completion.

Desired Skills:

  • Excellent technical writing skills and strong verbal communication skills.
  • Knowledge of and experience with state/federal permitting procedures, NEPA documents, technical reports, wetland delineations, and mitigation requirements.
  • Enthusiasm in providing high quality customer service
  • Ability to work in a highly flexible, team-oriented environment.
  • Knowledge of and experience with the Federal-Aid Highway Program (FAHP) and/or Standard Local Operating Procedures for Endangered Species (SLOPES),as well as non-programmatic Endangered Species Act consultations;
  • Knowledge of and experience preparing permit applications for transportation projects and documenting environmental permit compliance during construction 
  • Knowledge of and experience with Northwest plants, fish, wildlife and birds.
  • Knowledge of and experience with GIS and with GPS equipment and software a plus.
  • Oregon Department of Transportation ESA Qualified Consultant a plus.
  • Professional Wetland Scientist (PWS) or Wetland Professional in Training (WPIT) certifications are a plus
  • Familiarity with project design plans and specifications a plus.


  • Bachelor of Science degree in Biology, Ecology, or related field.
  • Minimum 2 years of environmental permitting and compliance experience in the Pacific Northwest; knowledge of transportation or related projects required.
  • 1-4 years of relevant experience; may include relevant internship or volunteer experience.
  • Experience with Microsoft Office programs: Word, Excel, Outlook.
  • Ability to work outdoors in adverse conditions across the western states; must be available for occasional travel (Up to 30%).
