Position Summary 

Multiple Cultural Resource Specialist/Archaeologist positions are available with the Center for Environmental Management Military Lands (CEMML), Colorado State University.  The Cultural Resources Specialist will assist the Air Force Sentinel Program to ensure regulatory compliance with existing laws, regulations, policies, and program requirements. Provide guidance, program evaluation, resource allocation, and other direct support for all cultural resources activities including identification, evaluation, treatment, and protection of National Register of Historic Places (NRHP) listed or eligible historic and prehistoric archaeological sites, Native American traditional sites and places, historic buildings and structures, and related records, documents, and data. These requirements will be completed in compliance with the program Programmatic Agreement (PA) and all applicable federal regulations and guidelines. 

This position shall function as part of an interdisciplinary team of specialists and interface with Air Force Sentinel Program Office (SPO), Sentinel Cultural Resources Program Manager (SCRPM), Site Activation Task Force (SATAF) personnel, installation-level Environmental (CE) personnel, private contractor(s), and other program stakeholders. 

The Cultural Resources Specialist will be required to provide oversight, in a non-confrontational, collaborative fashion, program and logistical support pursuant to Sentinel program priorities, and compliance with the program PA.  Projects within the Sentinel program sometimes involve conventional and unconventional aspects of cultural resources programs, and situations encountered often involve varied and complex factors requiring the resolution of problems and modified standard techniques. 

Responsibilities include, but are not limited to: 

  • Responsible for tracking and assisting the SPO to ensure compliance with program requirements. Program requirements are defined by the Environmental Impact Statement (EIS) Record of Decision (ROD), Endangered Species Act (ESA) Biological Assessment (BA) and Biological Opinion (BO), and PA. Monitor status to ensure Air Force has fully complied with the program requirements prior to the need date associated with construction activities
  • Assist with integration of permitting and compliance activities via ArcGIS Online (AGOL). 
  • Provide program and logistical support pursuant to SPO priorities; assist with document review; conduct background research upon request; prepare, assemble, and distribute documentation and correspondence; and assist in maintaining project administrative record and data.
  • Support on-base and off-base cultural resources surveys as directed by the SCRPM.
  • Assist in the preparation and/or editing of monitoring plans for on-base construction and monitor construction activities. Report results pursuant to PA work plans.
  • When requested, support SCRPM and SPO during project site walks, attend design charrettes, project area site visits, and attend on-site meetings.

Frequent travel (7-15 days per month) may be required during the field season (March-October). 

Positions are contingent upon funding. 

Duties/Responsibilities include: 

  • The Cultural Resources Specialist will be an integral member of an interdisciplinary team of CEMML employees, whose purpose is to support federal land managers with ensuring that military mission activities are conducted in compliance with all application environmental laws, regulations, and policies.

The Cultural Resources Specialist will work both independently and collaboratively, and shall provide expert advice and guidance to SPO, SATAF, and Contractors.  This position is responsible for decision-level support and monitoring of MILCON activities to ensure compliance with the PA; NEPA ROD, ESA BO and BA; permits; and contracts terms and conditions. 

  • Serve as a technical expert in cultural resources, providing guidance related to identification, evaluation, treatment, and protection of National Register of Historic Places (NRHP) listed or eligible historic and prehistoric archaeological sites, Native American traditional sites and places, historic buildings and structures, and related records, documents, and data.
  • Assist AF with review and inspect construction activities to ensure regulatory compliance pertaining to cultural resources and Native American traditional sites and places.
  • Assist with preparation of cultural resources documents, reports, work plans, and review/edit documents prepared by others. 
  • Monitor and assess the effectiveness of mitigation measures associated with MILCON projects.
  • Review technical reports and provide quality assurance of data.
  • Support 3rd party inspections and Environmental Management System (EMS) checklists as directed by the SPO. 
  • Support on-base and off-base cultural resources surveys as directed by the SPO. 
  • Serve as cultural resources monitor during active construction. 
  • ArcGIS Online, Field Maps, and Survey123
  • File/document management via SharePoint and Box
  • Assist with data QA/QC
  • Organize project files and prepare reports
  • Review technical reports and provide quality assurance
  • Provide first-line review of data and information submitted from the field to ensure accuracy and completeness. All spatial data will conform to Sentinel spatial data standards and security requirements.
  • Regularly and routinely communicate with SPO, installation personnel, CEMML colleagues, contractors, and project partners via virtual and in-person meetings, working groups, briefings, and email to provide program level support, technical expertise and guidance
  • Develop agendas and take meeting minutes; prepare training modules; and lead meetings, as needed. Meetings, working groups, and briefing minutes will be provided to SCRPM within 10 days following the event. 
  • Collaborate with interdisciplinary teams on regulatory requirements and translate them into actionable solutions for SPO. 
  • Prepare progress reports and status updates on weekly, monthly, quarterly basis
  • Perform other duties as assigned

Minimum Requirements 

  • Master's degree in anthropology, archaeology, cultural resources management, or related discipline is required. 
  • Experience with ArcGIS Pro, ArcGIS Online, Field Maps, and Survey123
  • Meet the Secretary of the Interior Professional Qualification Standards for Archaeology:
  • At least 1 year of full-time professional experience or equivalent specialized training in archaeological research, administration, or management;  
  • At least 4 months of supervised field and analytic experience in general North American archaeology; 
  • Demonstrated the ability to carry out research to completion; 
  • Demonstrate the ability to complete National Register of Historic Places (NRHP) evaluations for cultural resources;  
  • Demonstrate the ability to identify and assess subsurface and surface archaeological deposits; 
  • Demonstrated experience in conducting archaeological monitoring, archaeological site testing, site recordation, NHRP evaluations, data recovery and analysis, and all aspects of report preparation, to include geographic information system mapping and analysis. 
  • Must possess a strong background in cultural resources technical report writing and technical editing. 
  • Experience identifying appropriate methodology for completing historical and cultural resources surveys, inventories, and NRHP eligibility evaluations.
  • Professional experience preparing treatment recommendations regarding preservation, mitigation, avoidance, protection, and/or restoration.
  • Supervisory experience, leading interdisciplinary teams
  • Communicate and enforce health, safety, and security protocols in field or office settings.
  • Ability to work independently and collaboratively on interdisciplinary teams.
  • Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.
  • The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.

Preferred Requirements 

  • Greater than 3-years of cultural resource/archaeological post-graduate professional experience
  • At least 1-year of professional project experience within the Upper Mountain West (CO, ID, MT, ND, SD, UT, WY) region preferred.
  • Experience applying Federal, State, and local cultural resources laws, regulations, and guidance to make recommendations regarding planning and execution of cultural resources projects, assessments of effect, and environmental integration and permitting.
  • Demonstrated experience with facilities planning, facility operations, and construction
  • Demonstrated experience interpreting and implementing existing and proposed federal programs, policies, laws, and regulations regarding cultural resources;
  • Experience applying archaeological principles and practices to support NHPA and cultural resources management.
  • Experience analyzing and interpreting cultural resources data and regulations.
  • Proficiency in ArcGIS Online, Field Maps, and Survey123
  • Proficiency in project planning and execution within environmental or natural resource contexts.
  • Demonstrated skills integrating an interdisciplinary team of professionals to include attorneys, public affairs specialists, archaeologists, cultural resources specialists, biological scientists, environmental engineers, general engineers, community planners, regulators, other governmental officials, and community groups.
  • Department of Defense/US Air Force experience preferred
