ASRC Federal Field Services is seeking an Engineering Services Technician to support ongoing activities on our program in Avon Park, FL. 

Primary Duties:

The position has two primary functions:

  • Act as a facility maintenance / construction project technician (known as "Project Programmer" in USAF vernacular) to prepare project documentation in accordance with Air Force programming rules to ensure the range successfully competes for funding for facility sustainment and new construction.
  • Serve as the National Environmental Policy Act (NEPA) coordinator to initiate, develop, and implement policies, criteria, and standards to ensure proposed APAFR military exercises, proposed construction projects, and other activities comply with applicable environmental laws.

Base work hours are Monday through Friday, 7:00am to 4:00pm.

Key Responsibilities:

As Project Programmer:

  • Prepare project initiation documents in accordance with USAF programming rules, upload electronically, and track through approval process.
  • Keep project data up-to-date in the USAF's "ACES" project database and SharePoint sites.
  • Maintain electronic project folders on local drive in accordance with contract standards.
  • Assist site facility maintenance team with USAF facility assessment systems and input to support project justifications.

Assist Engineering Services teammates in tasks to include but not limited to:

  • Developing construction estimates to support project justification and procurement efforts.
  • Preparing preliminary design and site plan documentation up to 35%, sufficient to support design/build construction efforts.
  • Reviewing and determining validity of material submittals for construction
  • Drafting responses to official requests for information and technical clarifications from design/construction contractors.
  • Provide daily construction oversight reporting, identifying any noted deficiencies, non-conforming work activities, or safety violations.
  • Provide daily monitoring and required reporting of contractor's safety program implementation.

As NEPA Coordinator:

  • Initiate, develop, and implement policies, criteria, and standards to ensure proposed APAFR military exercises, proposed construction projects, and other activities comply with applicable environmental laws.
  • Support project planning and execution by coordinating and preparing documentation and permits with Federal, State and Local government agencies and entities.
  • Manage and execute the EIAP (Environmental Impact Analysis Process): prepare, review, and maintain environmental assessments, environmental baseline surveys, requests for Environmental Impact Analysis and other forms as required. Analysis includes potentially complex airspace, noise and training lands issues.
  • Leads compliance actions: prepares, tracks, reports and provides recurring updates.
  • Review the process of how NEPA is implemented and recommend changes to improve the process

Supports projects and range activities with documentation preparation and routing to include:

  • Review and process AF332 CE work requests
  • AF103 BCE work clearance requests.
  • AF813 Request for environmental impact analysis.
  • Assists in construction oversight with environmental-related surveillance and documentation.
  • Performs data and record management for collection/disposal of hazardous and nonhazardous waste.

Performs other collateral duties in support of engineering and administrative services.

Essential Qualifications:

Must Have :

  • Minimum two years of specifically related work experience in either engineering and construction project planning or NEPA coordination and compliance.
  • Meet and maintain required government security requirements.
  • Have high school diploma or general education degree (GED) equivalent.
  • Possess and maintain a valid FL driver's license.
  • Be able to pass a background check, drug screen, and physical.
  • Possess excellent written and verbal communications skills.
  • Be intimately familiar with Windows 10, Microsoft Office (particularly Outlook), and able to quickly learn to use a variety of specialized software and government online tools.
  • Have ability to self-identify and self-perform work.
  • Be committed to providing for and maintaining a safe working environment.
  • Have ability to perform repetitive physical tasks involving lifting at least 50 lbs.

Desired Qualifications:

  • Associates in Technical or Management Discipline and/or USAF Civil Engineering squadron-level or greater experience.
  • ACES and/or Tririga experience.
  • Geographic Information Systems familiarity.
  • Five or more years' experience in engineering and construction project planning, design, & execution or NEPA coordination/compliance.
