Position Purpose

This position is responsible for researching, identifying, seeking, and overseeing all grants and funding opportunities for the department. Supervises all activities related to the successful acquisition of grants and other funds and engages in analysis of data, creation of proposals, oversight, and reporting. Develops and conducts training programs for employees of organization. Oversees and manages various special projects for the department. Maintains an organized system of the Shoreline Department’s permits, files and records.

Essential Functions

  • Assists in the implementation of the daily shoreline planning activities.
  • Develops, implements, and administers program(s) goals and objectives necessary to provide shoreline service.
  • Develops outlines, timelines, staffing plans, budgets and templates for grant proposals according to funding guidelines.
  • Disseminates information on grant opportunities to other shoreline staff and administrators.
  • Responds to complaints, questions, or requests for information from the general public, federal, state and local agencies.
  • Assists in monitoring work flow, evaluations, methods, and procedures for compliance requirements.
  • Researches, compiles, describes, organizes, analyzes and presents data and information for grant proposals and reports.
  • Monitors status of submitted grants.
  • Maintains necessary records, files, reports, databases and resource materials pertinent to the office and related grant management.
  • Attends local and out-of-town meetings as required.
  • Applies for various eligible grants for funding.
  • Acts as a general resource in the area of Shoreline services.
  • Creates, revises and edits correspondence and documents such as memos, letters, reports, and complaints.
  • Administers the creation of materials for departmental activities and programs, including generating new posters, flyers, grant proposal graphics, maps, timetables, and other educational materials to promote positive publicity for the Shoreline Department.
  • Publicizes department achievements by submitting press release information to the public information officer.
  • Submits new and updated marketing materials to the website manager and other organizations that publicize and/or distribute department information.
  • Provide written reports and public presentations as needed.
  • Oversees collection and documentation of data and information to ensure compliance with grant funding.
  • Oversees and manages duties related to special projects, such as beach access, bay access, silent water sport facilities, etc. May include working with the GLO and/or Army Corps.

Secondary Functions

  • Answers phones, screens and routes calls and provides general public with information.
  • Performs all other related duties as assigned.

Capital and/or Fiscal Responsibility

  • Responsible for adhering to all City of South Padre Island Purchasing Policies while performing purchasing tasks.
  • Responsible for grant application preparation for State and Federal assistance for all departmental programs.
