Summary
The Bureau of Ocean Energy Management (BOEM) manages the exploration and development of the nation's offshore resources. It seeks to appropriately balance economic development, energy independence, and environmental protection through oil and gas leases, renewable energy development and environmental reviews and studies.

This position is located within the U.S. Department of the Interior, Bureau of Ocean Energy Management, Gulf of Mexico Region, Office of Environment, Biological/Social Sciences Section, Biological Sciences Unit, in Jefferson, LA.

The incumbent serves under the supervisor of the Biological Sciences Unit (BSU) within the Biological and Social Sciences Section (BSSS) of the Office of the Environment (OE). The incumbent will support the functions and mission of the OE as one of the regions experts on matters related to the marine and coastal environment (e.g., coastal habitats and related communities, coastal and marine birds, beach mice, and other protected or endangered species) affected by offshore oil and gas, mineral extraction, and renewable energy activities associated with the Gulf of Mexico and the east coast of the United States. Incumbent will also serve as lead for the region and serve on the national BOEM coastal teams that establish criteria for impact assessment methodologies and to develop specialized data on coastal habitat.

Salary Info:
GS-13: $87,252 to $113,428 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

This vacancy is also announced as BOEM-MMLL-18-KS-080(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.

BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Responsibilities

Major Duties:

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:

  • Is the lead for the region and serves on the national BOEM coastal teams that establish criteria for impact assessment methodologies and to develop specialized data on coastal habitats.
  • Serves as senior advisor and consultant to Supervisor, Section Chief, Regional Supervisor, Regional Director, BOEM Headquarters office, and Departmental decision-makers on technical matters related to coastal habitats and related communities, and for technical matters related to the environmental studies program for those studies under incumbent’s areas of expertise.
    Plan, organize, and coordinates data collection to assess the impacts from offshore activities (oil, gas, and renewable energy; marine minerals extraction, etc) interacting with coastal habitats.
  • Participates in the National Environmental Policy Act (NEPA) process; tasks include: participating in scoping and planning process; performing environmental analysis; writing sections of NEPA documents, and attending/participating in public meetings; and performing technical reviews of environmental analyses by BOEM staff and other Federal, State, and local entities.
  • Represents BOEM at professional meetings, and on task forces or committee’s involving Federal, State, or private agencies and individuals. Represents the Region and/or Office of the Environment before scientific committees and review boards.
  • Reviews site specific activity plans and permit applications for potential impact to marine and coastal environments and provides mitigations to decrease or eliminate potential impacts.
  • Keeps abreast of current research and findings in published and unpublished sources.
  • Evaluates information for BOEM needs and proposes solutions that may be addressed as research or study efforts, analyzes the nature of the problems, and develops study protocols to resolve problems or provide an information base for better understanding of these problems.
  • Responsible for identifying information needs; recommending study and study design; preparing the procurement package; evaluating technical proposals and providing the contracting officer with technical oversite of the research to ensure BOEM’s requirements are achieved. Serves as Contracting Officer’s Representative (COR) or Project Officer (PO). May also serve as a Contract Inspector (CI) and review studies for technical merit.
  • Incumbent has delegated authority related to contracts and other agreements assigned as COR/PO for administration of technical aspects of study. Monitors technical performance of contractors; as well as competence, thoroughness, timeliness, effectiveness of work being performed; participates in progress reporting meetings and conferences; review and inspect deliverable items; responsible for technical adequacy of products, conducts final reviews to assure that all contractually required goods and services have been satisfactorily received and all contract requirements have been adhered to prior to contract/agreement close-out.

Qualifications

Minimum Qualification Requirements:

In order to qualify for this position, you MUST meet the (1) Basic Education AND (2) Specialized Experience Requirements for the grade to which you are applying.

(1) Basic Educational Requirements:

Degree: Successful completion of a full course of study in an accredited college or university leading to a bachelor’s or higher degree that include a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Combination of education and experience: Appropriate combination of education and experience that is equivalent to a major, as shown in “A” above, plus appropriate experience or additional education.

In addition to the Basic Educational Requirement for this position, applicants must also meet the Specialized Experience described below to qualify for this position:

(2) Specialized Experience:

NOTE: You may NOT substitute Education for Experience at the GS-13 grade level. Only specialized experience will be acceptable.

GS-13

To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) analyzing impacts to the coastal environment and related communities associated with Outer Continental Shelf (OCS) oil, gas and renewable energy activities. 2) participating in the National Environmental Policy Act (NEPA) process by performing environmental analyses related to the marine and coastal environment. 3) identifying research needs and assisting with or participating in the procurement of environmental projects related to the marine and coastal environment. (e.g., coastal habitats and related communities, coastal and marine birds, beach mice, and other protected or endangered species).

Education: This position requires specific educational course work to qualify, if you are qualifying based in whole or part on education, you are required to provide transcripts as proof of meeting the requirements.

Foreign Education: Education completed in colleges or universities outside the United States may be used to meet the specific educational requirements as stated above. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
