What We Can Achieve Together:

The Conservation Project Manager will work at and with RI Department of Environmental Management (RIDEM) staff and be responsible for the oversight and delivery of a variety projects to enhance public access to natural resources throughout the state in a manner that also serves to stabilize and protect those resources from effects of climate change, popular use, and other impacts.

The Conservation Projects Manager will be responsible for coordinating design, permitting, public outreach, procurement, state and federal permitting approvals, construction, quality and final closeout. Work will require coordination with relevant RIDEM operating divisions and with relevant non-governmental organizations. Manage and direct consulting and/or engineering firms and construction contractors and engage with others to ensure that the work meets the requirements and program needs while completing other related work as required. Work includes budget tracking and planning, and grant reporting and support work. This position is part of a team of five TNC employees that work almost exclusively on RIDEM projects and is expected to work in person (hybrid potential after 6 months) and be based at the RIDEM office in Providence.

The ideal candidate will be able to perform the following essential functions:

  • Manage engineering scope and design, constructability, contract time and schedule, budget adjustments, time extensions and resolution of problems or questions that arise throughout design and construction project’s life.
  • Managing all phases of a project including design, permitting, public outreach, procurement, state and federal permitting approvals, construction, quality and final closeout.
  • Coordinate development of contract documents for construction projects and changes recommended by the design team or contractor.
  • Manage and direct consulting and/or engineering firms and construction contractors and engage with others to ensure that the work meets the requirements and program needs.
  • Monitor all construction-related activities on assigned projects to ensure they are constructed in accordance with design, budget, schedule, accounting requirements, and completed to specified standards.
  • Serve as the primary state contact and liaison for project activities.
  • Coordinate with relevant RIDEM operating divisions and with relevant non-governmental organizations.
  • Prepare Requests for Proposals, Requests for Quotes, and other relevant procurement functions for design professionals and construction contractors.
  • Conduct written and verbal outreach with municipalities and permitting agencies as appropriate.

What You’ll Bring:

  • MS or BS degree in Public or Business Administration, Finance, Architecture, Engineering, Landscape Architecture, Project Management or a closely related field and 3 years related experience, or equivalent combination of education and experience.
  • Experience in designing and maintaining a database to meet organizational needs.
  • Experience in developing and managing multiple projects.
  • Experience using applications such as Outlook, Microsoft Word, Excel, and Project Management Software.
  • Experience developing and managing budgets and providing both programmatic and fiscal reporting as required by State and Federal funding agencies.

DESIRED QUALIFICATIONS

  • Experience using AutoCAD Civil 3D for design purposes.
  • Knowledge of construction project management principles and an understanding of methods and procedures for construction contracting and sequencing.
  • The ability to oversee the work and products of building and infrastructure construction engineers, architects, and contractors.
  • Familiarity with common design considerations, particularly stormwater management, pedestrian circulation or movement patterns and climate resiliency issues, and best management practices to address them.
  • The ability to read and interpret engineering plans, maps, and specifications.
  • Working knowledge of public access civil engineering principles and practices & project management methods.
  • The ability to apply design ideas to design plans and construction in process.
  • Working knowledge of conservation principles and land stewardship best management practices.
  • The ability to approach challenges with a view toward creative solutions.
  • Grant administration experience, including both fiscal and programmatic reporting
  • Multi-lingual skills and multi-cultural or cross-cultural experience appreciated.
  • Managing time and diverse activities under deadlines while delivering quality results.
  • Communicating clearly via written, spoken and graphical means.
  • Ability to carry out complex oral and written instructions.
