Position Location: Hubbard SWCD, Park Rapids, MN
Hours: 8:00 to 4:30 pm Monday – Friday, occasional evening hours

Reports to: District Programs and Projects Manager
The Hubbard Soil and Water Conservation District is seeking a highly motivated professional to serve as the
District Technician. This position will carry out technical services for the district. Overall supervision is
received from the District Programs and Projects Manager.

POSITION PURPOSE:
This position will assist in implementation of the work plans for specific and varying water quality projects,
promote and implement watershed projects and programs including water quality monitoring, GIS analysis,
stream restoration, buffer law, one watershed one plans, surface water assessment, civic engagement and
special projects with local, state and federal agencies, conservation groups and private landowners. Project
work will include outside fieldwork, office time, and travel for local and regional meetings.

Primary Duties and Responsibilities:

● Responsible for implementation activities as assigned by senior staff.
● Provides support to natural resource inventory and assessment projects including using GIS, LiDAR,
computer modeling, and professional expertise to identify water quality improvement and buffer
projects, project benefits, and cost.
● Perform all or part of the duties associated with the Observation Well Program, WCA, Buffer Law and
the Rural Rainfall Program.
● Perform surveys, layouts, designs and document drafting as assigned by senior staff.
● Pursue Job Approval Authority for multiple conservation practices to increase knowledge and skill set
year after year.
● Social media, website and GIS Hub posting, content creation and maintenance.
● Perform equipment maintenance and calibrations.
● Keep records as determined by program guidelines and rules.
● Other duties as assigned.

ADDITIONAL RESPONSIBILITIES:

● Lead Shoreline Stewardship Program.
● Lead Shoreline Buffer Program.

● Work to establish a shoreline fee for services program.

MINIMUM QUALIFICATIONS:

● Four-year degree in Natural Resources, Biology, Ecological Sciences, Hydrology or closely related fields.
Applicable experience may substitute for a four-year degree.
● Must be highly motivated to work with limited supervision and able to handle multiple projects simultaneously, while also keeping detailed records of activities and expenditures.
● Must have strong writing and verbal communication skills sufficient to disseminate highly technical information to local citizens and board members and be comfortable speaking to large and small groups of varying demographics.
● Must have or obtain a Minnesota Driver's License.
● Position requires frequent lifting of items weighing up to 60 pounds, walking in rough terrain, and willingness to work in all weather conditions.

ADDITIONAL DESIRED QUALIFICATIONS:

● Interest in pursuing a career in water resources, including water quality monitoring and fieldwork.
● Knowledge of local land use practices and interactions with ground and surface water.
● Knowledge of accounting and budgeting basics.
● Knowledge of governmental agencies (MPCA, BWSR, DNR, NRCS, County and SWCD). Knowledge of local
board operations.
● Experience with Arc GIS Programs.
● Knowledge of stream restoration techniques and practices.
● Experience with water quality monitoring procedures and equipment.
● Knowledge of SWCD and NRCS programs.
● Familiar with standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
● Proficient with Microsoft programs including Word, Excel, Outlook, Access, Publisher.
● Experience with social media and website maintenance.
