*Although this is a hybrid opportunity, the successful candidate must be available to report to the duty station located in Olympia, Washington as needed.  The selected candidate may be able to telework/work remotely up to 4 days per week at the discretion of the supervisor.

This is an opportunity to serve as a senior level professional biologist in the European green crab (EGC) Management Unit of the AIS Division.

You are excited to collaborate with interagency, intrastate, and interstate forums on EGC issues to build partnerships, coordinate field operations, and review and discuss innovative methods for early-detection, assessments, and control.

WHAT TO EXPECT
Among the varied range of responsibilities held within this role, this position will:

Data Stewardship.

  • Works with IT specialists to outline business needs, inform development and maintain apps, databases, dashboards, and web tools for collecting and reporting EGC data.
  • Directs, conducts and evaluates quality control and quality assurance for EGC trapping and monitoring data.
  • Supports development of innovative processes to streamline and increase efficiencies in data management.

Provides Coordination & Support to EGC Unit.

  • Works with EGC Unit Lead to implement statewide field operations outlined in the EGC Washington State Management Plan, develop protocols and procedures to ensure consistent methods are followed.
  • Attends technical and regional coordination group meetings as needed.
  • Provides technical support to co-managers, tribes, and partners related to permits, protocols, equipment, tools and technology.
  • Supports field monitoring, trapping, and control efforts in accordance with established protocols, stepping in to support data collection when additional assistance is required by regional Biologist 2s.

EGC reporting, permitting and agreement development.

  • Coordinates with partners to collect status summary reports, develop the monthly Situation Report and ensure timely delivery of other EGC related reports.
  • Coordinates with partners to issue and renew AIS permits annually and works with internal staff to coordinate ESA permit.
  • Works with AIS Management Coordinator to track development of MOUs, data sharing agreements and access agreements. Collaborates with the Fish Program Analyst and NOAA to ensure trapping efforts align with ESA permit requirements, staying up to date with compliance and regulatory updates.  Submit required annual reports.

Other Duties Assigned.

  • Support the Unit with new reporting requirements, business process, data management and compliance tasks as necessary.
  • Submit and approve timesheets when Biologist 4 is out of the office.
  • Submit and approve TEMS (travel and per diem expenditures) when Biologist 4 is out of the office.
  • Assist other Units in the AIS Division with purchasing, data stewardship and permitting as necessary.
     

Working Conditions:

Work setting: Approximately 30% field and 70% office. EGC monitoring is physically demanding, hiking 2 to 3 miles per day and carrying up to a 50-pound dry bag or frame pack throughout Washington’s vast marine environments, including but not limited to, intertidal habitats such as marshes, channels, and mudflats. Usually part of a team, sometimes working independently (never in the field, but rather at a safe location like a duty station), in remote locations (following strict call in and out procedures), during inclement weather, day and night. May operate motorize (i.e., airboats, <26’ aluminum boats, rigid inflatables) and non-motorized (i.e., kayaks, inflatables, canoes) watercrafts depending on experience. This position may involve working in or near water, including tasks that require navigating, negotiating, and performing duties related to water environments.

Schedule: Generally, normal business hours 8 hours per day, Monday – Friday. During field work, this position will typically work 10 hours per day Monday – Thursday.  May occasionally be required to exceed these hours or work outside of normal business hours during holidays and weekends, and may be required to respond on short notice to rapid response AIS emergencies.

Travel requirements: Infrequent statewide travel with up to four overnight stays up to five days at times.

Customer Interactions: Interacts with the public on a regular basis while conducting fieldwork. Occasionally confronted by citizens that are non-compliant or not cooperative. Coordinates regularly with co-managers, tribes, and partners and may work on tribal lands.

QUALIFICATIONS:

Required Qualifications:

Option 1: A Bachelor's degree in fisheries, wildlife management, natural resource science, or environmental science.

And

Three (3) years of professional experience in the management or research of fish, wildlife, and/or habitat.

And

At least two (2) years of professional experience managing field crews.

And

MOTC certification taken within the last 5 years and ability to operate a boat and trailer. 

And

At least one (1) year of professional experience with budget planning, purchasing, progress reporting, invoicing, permitting or contracts.

Please note:  A Master’s degree in the applicable science will substitute for one (1) year of the required experience.  A Ph.D. in the applicable science may be substituted for two (2) years of the required experience. Professional equivalent experience may substitute year-for-year for the education requirement if the experience is in aquatic invasive species, fish, wildlife, or natural resource management.
 

Option 2:  Two (2) years as a Fish & Wildlife Biologist 2.

And

At least two (2) years of professional experience managing field crews.

And

MOTC certification taken within the last 5 years and ability to operate a boat and trailer. 

And

At least one (1) year of professional experience with budget planning, purchasing, progress reporting, invoicing, permitting or contracts.

License:  Valid driver’s license.

Special Requirements/Conditions of Employment:

  • Successful completion of agency training and/or certification for assigned watercraft is dependent on supervisory direction, position need and training availability.
  • WA State Boater Education Card (within 1 month of hire).
  • First Aid Certification (within 6 months of hire).
  • Wilderness First Aid (within 6 months of hire).
  • Watercraft Inspection Training Level I/II (within 6 months of hire).
  • Incident Command System (ICS) Trainings: 100, 200, 700, 800 (virtual) 300 (in-person) (within 6 months of hire).

Preferred Qualifications:
In addition to the required qualifications, our ideal applicant will possess some or all the following:

Education:

Master’s Degree, or a higher-level degree in fisheries, wildlife management, natural resource science, environmental science, or a related field.

Experience in/with:

  • Two (2) years of experience in the Aquatic Invasive Species (AIS) field.
  • Two (2) years of experience managing and monitoring European green crab populations.
  • One (1) year of experience processing invoices, developing contracts, or developing permits.
  • Development or implementation of management plans or biological studies.
  • Aquatic invasive species management principles and procedures.
  • Preparing comprehensive written reports.
  • Database construction, management, and routine analysis functions.
  • Managing a heavy workload effectively.
  • Operating and/or working in and around boats, trailers, etc.
  • Towing/trailering boats and/or trailers (i.e., cargo trailers, trailered decontamination units).
  • Using handheld data collection devices (i.e., smartphones, iPads, etc.) in the field and entering data using platforms such as iForms, Survey 123, and Quick Capture. 
  • With MS Office (i.e., Access, Teams, Excel, PowerApps).
  • With ESRI products and any other online mapping tools.
  • Identifying invasive and native crab species.
  • Identifying species using a taxonomic key or field guide.
  • Humanely euthanizing invasive species.
  • Communicating efficiently and effectively through oral and written communication.
  • Building and maintaining interpersonal relationships based on integrity and honesty.
  • Promoting public service and partnership building motivation.
  • Defining research problems and determining extent and type of information needed.
  • Initiating, planning, and designing independent experimental research.
  • Analyzing environmental information to apply solutions, guidelines, and policy to field problems.
  • Performance management with accountability and strategic thinking.
