The Central Services Division is responsible for the critical operations that ensure the agency functions effectively, and efficiently, in support of its mission, and in compliance with state and federal requirements. This includes financial management such as budgeting, accounting, payroll, procurement, contracting, and federal grants administration, to ensure fiscal integrity and resource stewardship. The division also oversees information technology and database management, providing secure, innovative, reliable systems that support agency operations. Facilities and records management, risk management, and employee safety functions ensure a safe, organized, and compliant workplace. Additionally, the division manages employee services, including strategic workforce planning, recruitment, classification and compensation, employee relations, leave administration, training, wellness programs, and personnel action processing.

WHAT YOU WILL BE DOING

The primary purpose of this position is to ensure internal compliance with grant requirements by overseeing internal processes related to reporting on grant deliverables, deadlines, and reporting obligations. This position is responsible for tracking grant conditions, coordinating filing and documentation efforts, and ensuring that reporting is accurate, complete, and submitted in accordance with funding terms. Working closely with the grants team, the position provides compliance guidance and monitors internal tracking for grant reporting purposes.

This position is eligible for hybrid remote work, with a work schedule of 8:00 am – 5:00 pm, Monday – Friday. The incumbent will be expected to be physically at the central workplace located at 550 Capitol St. NE in Salem, Oregon, at least six (6) times per year. This includes attendance at pre-scheduled in-person all-staff meetings. The position may also be required to work at the central workplace on a more frequent basis with advance notice, as needed.

This is a full-time, limited-duration position that is not represented by a union.

Limited-duration positions are benefit-eligible positions with a designated maximum length of service. This position is expected to end on or before April 30, 2029, however, it could end or be extended at any time.

WHAT WE ARE LOOKING FOR

  • Four years experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance with program guidelines and regulations. Two of the four years must be above the technical support level.

Please note: College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.

The most successful candidate will also have the following skills, experience, and background:

  • Experienced in creating and maintaining systems to monitor grant status, track performance data, and assist in timely reporting across multiple grants and teams.
  • Experience interpreting and applying federal grant regulations (2 CFR Part 200) within the public sector environment, including knowledge of compliance risks, allowable costs, and documentation and reporting standards tied to public funds.
  • Ability to support agency requests to Oregon Legislature by reviewing grant terms and award conditions, assessing readiness, and ensuring internal controls and compliance strategies are clearly documented and communicated.
  • Understand the compliance obligations related to subrecipient relationships, including monitoring expectations, and documentation practices in accordance with federal guidance.
  • Skilled in reviewing budgets, deliverables, and documentation to identify reporting gaps; able to synthesize regulatory language into actionable internal practices.
  • Proven ability to facilitate across teams, collaborating to evaluate grant feasibility, assess resource needs, and support application and reporting processes within state agency or public sector.
