LTE Private Lands Specialist - VPA/THAP

This position will have statewide responsibilities as the Public Access Coordinator for the Voluntary Public Access and Habitat Incentive Program (VPA-HIP) and the Turkey Hunter Access Program (THAP) covering 71 counties in Wisconsin. The objective of these programs is to provide wildlife-dependent public access including hunting, fishing, trapping and spring turkey hunting, by leasing private lands and to offer assistance to facilitate wildlife habitat management to landowners who enroll in the program. This includes managing and providing geospatial and tabular data visualization and analysis of a variety of program data including property locations, landowner and user survey results, habitat projects, budget and grant deliverables and other datasets.
25% A. Provide leadership and guidance for three regional Public Access Liaison LTE staff around the state.
A1. Ensure program requirements are met for implementation of Wildlife Management private lands programs, including day-to-day communication and support for both the VPA-HIP and THAP.
A2. Meet regularly with program staff to monitor progress, assess implementation issues, collaboratively develop solutions, and provide in-person office and in-the-field training.
25% B. Prepare annual and final progress reports and program evaluations to fulfill federal grant requirements by:
B1. Evaluating and collating user survey data to assess customer satisfaction.
B2. Prepare grant applications for funding sources.
B3. Summarize and analyze user and landowner data in various formats (charts, graphs, presentations, and InfoGraphics).
B4. Administer the program budget by monitoring expenditures and grant balance and develop spending reports per program agreement to ensure grant deadlines are met.
20% C. Manage and enter lease and habitat work in DNR Land Records System, including:
C.1 Assess and develop enhanced functionality in Land Records System to maintain appropriate lease and habitat agreement data. Archive and terminate leases.
C2. Uploading supporting documentation (e.g., maps, lease agreements).
C3. Approve and submit lease and habitat incentive payments to Finance.
15% D. Use GIS desktop software to digitize property boundaries, land cover and habitat projects of leased properties statewide.
D1. Prepare pdf maps and coordinate for public use on the DNR website.
D2. Develop and maintain geospatial data in different environments/servers/formats (ArcSDE, ArcServer, geodatabases, shapefiles).
D3. Provide/update documentation following established standards and guidelines.
D4. Create and manage web map services used in ArcGIS Online map, Survey 123 forms and other applications.
10% E. Provide guidance, protocols and procedures for habitat incentive program including:
E1. Developing habitat management plans and agreements.
E2. Maintain NRCS technical documentation and job sheets for Public Access Liaisons.
E3. Manage documentation for completed habitat management projects.
5% G. Market and promote the programs using digital and social media, press releases, attending statewide conferences and partner outreach events.
Salary Information
This position pays between $20.65 - $21.50 per hour and is in pay schedule and range 07-03. Compensation will be set in accordance with the State Compensation Plan.
Job Details
This is a Limited Term Employment (LTE) position and will not automatically lead to permanent state employment or be entitled to the same benefits as permanent employees.

Special Requirements:
1) Residency: To be considered for this position, you must be a resident of the State of Wisconsin.
A Wisconsin resident is a person who:
- Has established a residence, as defined in s. 6.10(1), in this state not less than 10 days earlier;
- Has resided in this state for not less than a total of one year out of the immediately preceding 5 years;
- Is eligible to register to vote in this state; or
- Is the spouse of a person meeting the requirements of par. (a), (b), or (c).” s.230.03(12), Wis. Stats.

Qualifications
In addition to the required qualifications below, the selected candidate must be eligible to drive a state vehicle and meet the following criteria:
- Have a valid driver’s license
- Be at least 18 years of age
- Have a minimum of two years licensed driving experience
- Have not had three (3) or more moving violations and/or at fault accidents in the past two (2) years
- Have no OWI/DUI violations within the past year
Required Qualifications:
- Experience providing customer service and communicating effectively with internal and external customers
- Experience working independently as well as with a team
- Experience working with large datasets, databases and/or custom applications to manage program data and generate summary and analysis reports
- Familiarity and experience with GIS applications, ArcGIS software, coordinate systems and map reading skills
Preferred Qualifications:
- Experience delivering education, outreach and program promotional materials and initiatives
- Experience with project management, including leading a team to implement goals and objectives of a program or project
- Experience and ability tracking budgets and ensuring grant spending is on track to meet grant deliverables
- Experience or coursework in natural resource management (including habitat management), wildlife biology, conservation biology, environmental science, or similar fields
