Policy Analyst, Environmental Planner 4 (EP4)

Salary: $6,077.00 - $8,170.00 Monthly

Responsibilities:

• Aquatics Policy Analysis:
  Serves as lead on planning and policy development related to the sustainable management, conservation, restoration, and recovery of state-owned aquatic natural resources, including aquatic vegetation and wild geoduck stocks. Ensures interpretation and implementation of aquatic policy related to conservation, restoration, and natural resource management are consistent with existing laws, rules, policies, and Department principles. Serves as the lead for making site-by-site determinations of ownership of aquatic lands statewide.  Serves as the lead in managing and responding to rent appeals.
  
  
• Legislative Liaison:
  Serves as the lead legislative liaison for the Aquatic Resources Division. Provides support for Division legislative proposals and assists other staff in the development of recommendations for legislative proposals. Acts as the lead for all Division fiscal notes, supervises all bill analyses for the Division, and meets regularly with executive legislative staff and stays current on all bills moving through the session.
  
  
• Supervision of Environmental Planner 3:
  Directly supervises the Environmental Planner 3 position in the Policy Unit. This involves delegating and supervising work, conducting performance reviews, responding to any HR issues, assigning training as needed, and supporting the employee so that they may be happy and successful in the role.

Required Qualifications: 

• Bachelor’s degree with major emphasis in land use, environmental, natural resource planning, or science, AND four years of professional planning or policy development experience;
  OR an equivalent combination of education and/or experience.
• Knowledge of current trends in natural resource issues, environmental laws, policies, and programs; natural resource planning principles, methods, and techniques; governmental administrative structure at local and state levels; environmental, social, and other problems affecting development of local and state environmental resource programs; Division programs and related laws, regulations, and policies.
• Experience in policy analysis, including the ability to analyze policies and programs at multiple scales.
• Writing and communication skills, including the ability to precisely and concisely present information to both technical and layperson audiences using proper grammar and DNR format conventions.
• Ability to professionally conduct internal and external outreach and communication related to the programs, policies, and plans developed by the Policy Unit. This includes the ability to effectively communicate both in small and large group settings, and competently represent DNR’s mission and goals.
• Fluency in Microsoft Office programs, including Word, Outlook, Excel, and PowerPoint.
