CONTEXT
Founded in 2001, Noé is a non-profit organisation of general interest whose mission is to safeguard biodiversity for the well-being of all living beings in general, and humanity in particular. To this end, Noé implements programs in France and internationally to i) protect endangered species and their habitats, ii) promote an economy that is favourable to nature, and iii) reconnect humans with nature. In Congo, Noé is active in the Conkouati-Douli National Park (PNCD). In April 2021, the Government of Congo, represented by the Ministry of Forest Economy, signed a partnership agreement with Noé for the management of the Conkouati-Douli National Park, one of the five national parks in the Republic of Congo. Located in the south-west of the country, on the border with Gabon, the PNCD is of worldwide importance due to its unique diversity of ecosystems, habitats, fauna and flora, combining the unique richness of the equatorial forests and the waters
of the Gulf of Guinea.
With the aim of developing and coordinating PNCD’s portfolio of grants, with a particular focus on the Proclimat project, Noé is recruiting a Portfolio Manager/Proclimat Project Manager, whose duties are defined below.

GENERAL OBJECTIVE
Job vacancy Portfolio Manager / Proclimat project manager – October 2025
The PNCD Portfolio project Manager (RdP) will be primarily responsible for supporting the PNCD Park Manager (P.M) in managing current funding agreements and establishing new agreements (fundraising).
He/she is responsible for the effective and compliant implementation of the PNCD's portfolio of funding and projects, for producing high-quality reports for PNCD donors and partners, and for communicating the PNCD's funding needs to headquarters. He/she will pay particular attention to the compliant implementation of the project to create inclusive and climate-resilient economic activities (ProClimat), financed by a World Bank loan, for which he/she will be responsible. Under the supervision of the headquarter’s Fundraising Manager, he/she will actively contribute to the development of concept notes and project and funding proposals.
Key relationships: On a daily basis, the Project Manager acts as the link between the park's strategy, planning and operations on the one hand, and the procedures and requirements of Noé, its donors and partners on the other. To do this, he or she works closely with the P.M, the P.M’s Executive Assistant, the Finance Manager, all Heads of Departments, and the headquarter’s Fundraising Manager.
MAIN RESPONSIBILITIES AND TASKS
1) Management of the Project for the Creation of Inclusive and Climate-Resilient Economic Activities (ProClimat)
- Ensures the effective implementation of the project in accordance with the Delegated Project Management Agreement.
- Ensures that the measures implemented under ProClimat comply with the World Bank's administrative, financial and procurement requirements.
- Coordinates regularly with the ProClimat project management unit, based in Brazzaville, in order to adapt the implementation of the project as closely as possible to the realities on the ground at the PNCD.
2) Portfolio and grant management
- Ensures the effective and compliant implementation of the relevant financing/projects.
- In collaboration with the Administration and Finance Manager (RAF), ensures the correct allocation of donor funds and monitors consumption rates.
- Ensures the alignment of the PNCD departments' annual work plans with the financing projects, and vice versa.
- Ensures the required visibility of PNCD partners in the implementation of its activities.
- Monitors and anticipates risks related to the implementation of funding projects.
- Acts as the relationship manager for certain financial partners based in Congo, as previously defined with the Fundraising unit at Headquarters and the PNCD P.M.
3) Internal and external reporting
- Monitors the various agreements and projects in progress
- Prepares monthly, quarterly, half-yearly and annual reports for the various PNCD donors
- Prepares monthly internal activity reports
- Prepares activity reports for the various PNCD partners
- Monitors the PNCD indicator table on a monthly basis
4) Fundraising
- Closely monitors PNCD funding gaps and needs and informs the P.M.
- Supports the fundraising team at headquarters by drafting structured and well-argued concept notes that strategically highlight PNCD funding needs.
- Supports the Fundraising team at headquarters in developing funding proposals aligned with the PNCD's long-term strategy, its sectoral strategies, its five-year business plan, and the realities on the ground in the park.
SKILLS, QUALIFICATIONS AND EXPERIENCE
1) Technical skills:
- Strong organisational and prioritisation skills
- Excellent writing skills in French and English
- Strong analytical and summarising skills
- Excellent command of Microsoft Office and ability to quickly structure and synthesise complex financial and programmatic data to support the park management unit
2) Interpersonal skills (or ‘soft skills’):
- Team spirit, interpersonal skills, rigour and perseverance. Strong adaptability and autonomy essential.
- Excellent communication skills in French and English.
3) Behavioural skills (or ‘interpersonal skills’):
- Willingness and ability to live in an isolated and rustic environment and to work within a multidisciplinary and multicultural team.
4) Qualifications/degrees required for the position:
- Master's degree in ecology, rural development, agro-economics, social sciences, sociology, anthropology, rural infrastructure or equivalent.
5) Experience:
- At least 5 years' experience in project management or coordination.
- At least 2 years' experience in conservation, ideally in the management of protected areas.
- Proven experience in effectively managing a multi-donor portfolio in an NGO.
