Ramsey Washington Recycling & Energy (R&E) is searching for a Multi-Unit Recycling Program Coordinator to increase waste reduction and recycling activities at multi-unit residential properties (MUs).
R&E is a joint powers entity formed by Ramsey and Washington Counties. R&E coordinates recycling and waste programs between the two counties and owns and operates the R&E Center in Newport, Minnesota. R&E’s vision is vibrant, healthy communities without waste. R&E accomplishes its mission through partnerships and innovation.
This is professional (exempt) work including, but not limited to, the following duties:
- Collaborate with staff from Ramsey County, Washington County, and R&E to coordinate the development, implementation, promotion, and evaluation of programs, including but not limited to, a focus on:
- Improving waste reduction activities and recycling and food scraps collections outcomes at MU properties with 5 or more units.
- Managing technical assistance services and financial resources.
- Involving property owners and managers to improve infrastructure and education.
- Community engagement programs to increase residents’ knowledge of and participation in recycling and food scraps collections.
- Coordinate a team of R&E and county staff, external partners, and vendors to:
- Develop and project manage annual workplans.
- Establish and improve program guidelines, materials, and processes that ensure accessible and inclusive public participation.
- Develop and implement clear communication and outreach strategies to promote programs and resources.
- Design and apply performance measurement tools to monitor and ensure program effectiveness and community impact.
- Identify and develop community relationships and partnerships that will advance program goals.
- Coordinate the distribution of MU grants and resources, including:
- Oversee the application process and ensure equitable access to funding opportunities.
- Evaluate grant proposals for alignment with program priorities, coordinate with review panels as needed.
- Make funding award recommendations based on program criteria, available budget, and project impact.
- Maintain accurate records and databases of grant applications, awards, and reporting requirements; ensure proper documentation for audits and public transparency.
- Maintain comprehensive risk management oversight to ensure the responsible use and distribution of public funds.
- Coordinate procurement of contracted vendors; manage vendors, including day-to-day oversight and guidance, monitor performance, and resolve issues to improve project outcomes.
- Conduct research, collect and manage data, and evaluate findings to make informed program decisions.
- Prepare reports, charts, and presentations, support special projects through research and analysis.
- Assist in budget preparation by gathering data, compiling estimates and helping administer budget controls. Process budget-related documents and maintain accurate financial records.
- Assist in organizing and coordinating events; help develop presentations for various meetings.
- Collaborate with staff from R&E and both counties to identify opportunities to advance progress on R&E’s goals, mission, and vision.
