As a function of the Waupaca County Planning and Zoning Department this position assists the Zoning Administrator in the operation of the Zoning Office with an emphasis in the area of sanitary system ordinances.  The incumbent will do on-site inspections, prepare reports, issue permits, interpret ordinances and otherwise assist the public.  Other tasks will be assigned as needed in regard to zoning, shore land, floodplain and subdivision ordinance enforcement. 

This position works under the direct supervision of the Zoning Administrator. 

Essential Responsibilities

  • Review development plans and permit applications to determine ordinance jurisdiction and compliance and then issue permits as applicable. 
  • Inspects Private Onsite Wastewater Treatments Systems (POWTS) as needed.
  • Prepare, implement and facilitate enforcement of ordinance regulations. When necessary, prepare related records, and reports to assist the County Corporation Counsel in preparing enforcement actions
  • Serves as a liaison to other county departments and state and federal agencies related to regulations under the purview of the Planning and Zoning Department.  
  • Review the Sanitary Permits that have been issued for the month and send them to the required State agency, along with their portion of the permit fee.
  • Manages the Waupaca County Sanitary Maintenance Program

Peripheral Responsibilities:

  • Prepare and present reports and recommendations for the Planning and Zoning Committee and Board of Adjustment.
  • Performs other duties as assigned. 

 Qualifications

Education:
Bachelor’s degree in environmental health, soil science, natural resource management, planning or related field or an equivalent combination of experience and training which provides the above-mentioned knowledge, skills, and abilities.

Experience:
Two (2) years of responsible, professional work experience in planning and/or zoning, natural resource management or a field related to the duties of the position and at least some exposure to administration and enforcement of land use regulations.

Licenses/Certifications:
Certification by the State of Wisconsin as a Certified Soil Tester and as a POWTS Inspector.

Knowledge, Skills & Abilities

  • Knowledge of the principles and techniques of environmental and land use control.
  • Familiarity with the enforcement of land use and environmental controls.
  • Basic knowledge of surveying practices and equipment.
  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships.
  • Ability to effectively meet and deal with the public.
  • Ability to maintain appropriate confidentiality.
