SUMMARY DESCRIPTION
This is a full-time, Fair Labor Standards Act non-exempt, non-Civil Service Stormwater Supervisor position. A typical work week is Monday to Friday, 7:30 a.m. to 4:00 p.m. with periodic callouts on weekends and evenings based on operational needs and emergencies. This position is part of a bargaining unit represented by the American Federation of State County and Municipal Employees (AFSCME) Local 120.

The Stormwater Supervisor is responsible for overseeing the planning, development, implementation, and maintenance of the City of Orting’s stormwater system. The position ensures compliance with federal, state, and local stormwater regulations, including adherence to the Western Washington Phase II Municipal Stormwater Permit.

The Stormwater Supervisor leads stormwater maintenance staff, manages infrastructure projects, and coordinates public outreach initiatives related to stormwater management.

REPRESENTATIVE DUTIES
Duties may include, but are not limited to, the following and other duties as assigned:

Program Management:

  • Develop, implement, and oversee the City's Stormwater Management Program in compliance with the Western Washington Phase II Municipal Stormwater Permit.
  • Maintain and update records of stormwater system inspections, maintenance, and compliance reports.
  • Coordinate and obtain permits and easements necessary for stormwater projects.
  • Ensure compliance with the National Pollutant Discharge Elimination System (NPDES) Phase II permit requirements.
  • Prepare annual NPDES reports and submit them to regulatory agencies.

Operations and Maintenance:

  • Supervise the construction, maintenance, and repair of stormwater drainage infrastructure, including catch basins, pipelines, detention ponds, pump stations, and other related structures. This also includes reviewing and commenting on designs.
  • Oversee the operation of equipment such as vactor/jetter trailers, street sweepers, dump trucks, and backhoes.
  • Implement preventive maintenance schedules and perform inspections on stormwater infrastructure.
  • Respond to emergency stormwater situations, including illicit discharges and flooding.
  • Supervise shop inventory and maintenance of tools, equipment, and vehicles used in stormwater operations.

Regulatory Compliance and Reporting:

  • Conduct stormwater pollution prevention inspections and ensure compliance with municipal stormwater regulations.
  • Ensure proper erosion and sedimentation control measures are in place during construction projects.
  • Manage compliance with Hazardous Materials protocols, recognizing and reporting hazardous conditions.
  • Maintain work order documentation and logs of completed tasks.

Supervision and Training:

  • Lead, train, and mentor stormwater maintenance staff, ensuring proper adherence to safety protocols and best practices.
  • Conduct employee evaluations, provide feedback, and coordinate staff training and certification programs.
  • Assign work tasks and manage the daily operations of stormwater maintenance teams.

Public Engagement and Collaboration:

  • Respond to public inquiries regarding stormwater concerns and provide education on pollution prevention.
  • Coordinate with contractors, city departments, and external agencies on stormwater-related projects.
  • Participate in public meetings and represent the City of Orting on stormwater issues.

QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties:

Knowledge of:

  • NPDES Phase II permit requirements and best management practices in stormwater maintenance. (required)
  • Strong understanding of stormwater infrastructure, pollution prevention, and regulatory compliance, including the Stormwater Management Manual for Western Washington.
  • Proficiency in Microsoft Office Suite and stormwater management software.
  • Excellent written and verbal communication skills for public engagement and reporting.
  • Ability to work in confined spaces and hazardous environments with appropriate safety precautions.

Ability to:

  • Operate and train employees on the use of heavy equipment, including vactor trucks, backhoes, and street sweepers.
  • Read, interpret, and analyze engineering design drawings, blueprints, and specifications to ensure compliance with project requirements.
  • Analyze stormwater data and implement appropriate corrective actions.
  • Strong leadership skills with the ability to motivate, train, and develop maintenance personnel.

Education and Experience Guidelines
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.

Education/Training:

  • High school diploma or GED (required)
  • Associate’s Degree in Environmental Science, Civil Engineering or a related field. (preferred)
  • Certifications related to Stormwater Management or a closely related field (preferred)

Experience:

  • Minimum four (4) years of experience in Stormwater management, public works or a related field, with at least two (2) years in a supervisory role

License or Certification:

  • Valid Washington State driver’s license (required; CDL preferred)
  • Stormwater Erosion and Sedimentation Control Certification (required)
  • Flagger Certification (or obtained within six (6) months of hire)
  • First Aid/CPR Certification (or obtained within six (6) months of hire)
  • Confined Space Training Certification (or obtained within six (6) months of hire) (per WAC 296-62-14511).
  • Pesticide Sprayer’s License (or obtained within twelve (12) months of hire)
  • Wastewater Collection Personnel Association (WWCPA) I certification or completion of Dr. Ken Kerri Wastewater Collection Course Pesticide Sprayer’s License (or obtained within twelve (12) months of hire)
