Under direct supervision, performs paraprofessional work assisting in water resource operations and initiatives through the completion of related field work, which includes surveying and environmental assessments, construction oversight, and assistance with project management.Illustrative Examples of Work

  • Performs survey and environmental assessments for the installation of conservation practices; collaborates with internal stakeholders, partner agencies, private and public landowners, and consulting engineers for the design and implementation of projects.
  • Performs oversight of external contractors for the construction of water quality and flood control projects, including constructed wetlands, stream restorations, and edge of field practices; conducts field inspections for projects in various stages ensuring compliance with specifications. 
  • Organizes and implements private and public landowners project communications in coordination with partner agencies. 
  • Provides concepts and feasibility designs for conservation practices. 
  • Completes assessments, investigations, and oversees the implementation of natural resources restoration activities such as prairie establishment and wetland restorations.
  • Assists the Water Resources Supervisor with the collection, preparation, and maintenance of statistical data for project reporting.
  • Plans and conducts assessments of existing county infrastructure including detention basins and drainage districts; assists local watershed management authorities with stream and wetland assessments to identify future project sites and water quality opportunities.
  • Assists private residents with addressing water quality, stormwater, erosion, and drainage issues.
  • Participates in the development of water resources programs and strategies.
  • Performs related duties as required.

Required Knowledge, Skills and Abilities

  • Knowledge of survey methods, procedures, and instruments as applied to water quality and watershed systems.
  • Knowledge of the operation and maintenance of watershed including watershed process, storm conveyance management, drainage districts, and strategies to reduce flooding and improve water quality.
  • Knowledge of all phases of construction inspection and project monitoring related to water resources projects. 
  • Knowledge of the principles and practices of project oversight. 
  • Knowledge of Iowa conservation practices, programs, and landscape restoration techniques.
  • Ability to prepare and maintain accurate records.
  • Ability to read, interpret, and analyze engineering plans, specifications, diagrams, and drawings. 
  • Ability to communicate effectively both verbally and in writing.
  • Ability to inspect the work of others.
  • Ability to perform inspection and survey work in all types of weather conditions.
  • Ability to move equipment weighing up to 75 lbs.
  • Ability to establish and maintain effective working relationships with other County employees, contractors, representatives of other agencies, and the general public, fostering a collaborative and professional work environment. 

Training and Experience

  • Bachelor’s Degree in Natural Sciences, Engineering, or Water Resources, and
  • Two years of water resources field work experience or related, or
  • Associate’s Degree in related field, and 
  • Four years of water resources field work experience or related, or
  • Any equivalent combination of training and experience that will have provided the required knowledge, skills, and abilities.
