Admin and Outreach Facilitator
Stevens County Conservation District’s mission is to promote the wise utilization of the county’s natural resources. This is done through a voluntary non-regulatory process of providing education, technical, and financial assistance to the residents and landowners of Stevens County.

Employment will be full-time, scheduled to work (40) hours per week. Monday through Friday, 8:00 AM to 4:30 PM or as approved by District Administrator
The salary pay rate will be $40,000 to $60,000 per year starting. With benefits, retirement, and health insurance.

Duties and Responsibilities: General
Duties will be performed in the Stevens County Agricultural Service Center at 232 Williams Lake Road in Colville, WA. Attendance at some evening and weekend meetings/events will be required.

Applicants selected for interviews must agree to a Washington State Patrol criminal history information check, an abstract of driving record check, and submit written authorization to contact references and past employers.
Know and comply with the District’s Personnel and Risk Management Policies.
A high degree of confidentiality, along with diplomacy, is required.

Required Knowledge, Skills & Abilities:

  • AA Degree and 2 years work experience, or 5 years work experience in accounting, outreach, event planning, business, education, project management, or related field (flexible for the right candidate)
  • Proficient with Microsoft Office programs, databases, and other computer software programs
  • Able to work in a team setting and independently
  • Self-starter able to work without direct supervision
  • Meticulous attention to detail and ability to work with interruptions
  • Excellent written, verbal, and interpersonal communication skills
  • Proficient editing and proofreading skills
  • Excellent organizational and planning skills
  • Able to be adaptive, cross-train, and assist other team members with projects and programs.

Desired Knowledge, Skills & Abilities:

  • Knowledge of Stevens County natural resources and programs
  • Knowledge of Stevens County Production Agriculture
  • Knowledge of State and Federal regulatory agencies' roles and functions

Duties and Responsibilities: Specific

  • Support board activities, including preparation of documents, reports, notifications, and recording of minutes
  • Assist with District projects to help meet deadlines
  • Assist in grant development, execution of deliverables, and reporting
  • Create, update, and edit newsletters, press releases, and marketing material
  • Organize and coordinate events, outreach programs, public meetings, and workshops
  • Develop and maintain standard work orders
  • File organization and maintenance

Duties and Responsibilities: Desired

  • Responsible for supporting accounting, payroll, audits, and draft budgets
  • Help maintain and recommend updates to the District’s policy and risk management manuals
  • Secure donations for youth events and adult workshops/meetings
  • Maintain personnel files, grant files, and contracts/agreements
  • Oversee volunteer programs and volunteers
  • Track and manage grant deliverables, timelines and in-kind (project management)
  • Grant research and writing

Relationships:
Promote and maintain effective relationships and partnerships with the District Board of Supervisors, District staff, landowners, agency personnel, grant managers, and the general public.

Supervision:
The District Manager supervises this position. Funding for this position is subject to the availability of federal, state, and local government grants and contracts

Performance Review:
The District Administrator and District Supervisors will conduct a probationary 90-day and 180-day review. Annual reviews will be conducted in the month of December. The evaluations will be discussed with the employee, documented, and placed in the employee’s personnel file. The Board of Supervisors, in Executive Session, shall reiew the employee evaluation. The performance review is an overall evaluation of the employee’s performance. It will be the basis of any pay increases granted by the District Board.
