This position is limited duration for 5 years with the potential of being extended or made permanent pending Budget and Legislature approval.
This position will be joining an innovative and multi-faceted team in DEQ’s Office of Greenhouse Gas Programs. The Office is responsible for leading the agency’s efforts to develop and implement statewide climate programs to reduce Oregon’s greenhouse gas emissions. This includes programs that collect data on Oregon’s greenhouse emissions, and that directly regulate the most significant sources of those emissions across the state. The Office of Greenhouse Gas Programs also analyzes various climate policies as they are proposed by policymakers.
What you will do!
You will serve as the technical expert responsible for tracking and modeling greenhouse gas reduction strategies to mitigate climate change identified in Oregon’s Climate Equity and Resilience Through Action (CERTA) Grant. The CERTA Grant provides Oregon with nearly $200 million from the U.S. EPA and includes specific measures across multiple state agencies to reduce greenhouse gas emissions throughout the state. You will manage the technical aspects of partner agency agreements to ensure that the project and program activities are consistent with State and EPA regulations, policies, and procedures, and you will ensure data integrity and institute the quality assurance project plan. You will independently develop and update model inputs as data is available; track co-pollutant impacts from grant implementation; provide data and information for a variety of recurring reports to EPA and other interested parties. You will build, refine and implement tools to improve on existing GHG measurements and inventories. A part of all this work will entail collaboration with a range of staff at DEQ, other state agencies and the EPA.

What are we looking for?
Minimum Qualifications: Bachelor’s degree in physical science, environmental science, natural resources, or a closely related field, AND 4 years of experience in a natural resource or environmental field (an equivalent combination of education and experience is acceptable). At least 1 year of experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.
Candidates who are most competitive will also reflect the following:
- Data analysis: Experience in a natural resource area where large volumes of data were analyzed, synthesized, and communicated to diverse audiences.
- Program Evaluation: Experience conducting in-depth evaluations of program operations, conducting research, and adapting or creating new procedures to solve program issues.
- Communication Skills: Excellent verbal and written communication skills; skill in writing and presenting clear and concise reports that include qualitative and quantitative analyses, recommendations, and conclusions to diverse audiences.
- Relationships and Collaboration: Demonstrated experience building and fostering relationships with a diverse group of partners including colleagues, interested parties, communities, organizations, and businesses; skill in conflict resolution, negotiation, and collaboration.
- Research: Experience researching solutions for analyzing the effects of public policies and programs on natural resources, energy, and/or economics, including methods for interpreting and synthesizing data.
- Project management: Experience with project management processes and best practices; demonstrated experience managing complex projects including organizing, planning, and tracking deadlines, identifying potential problems, recommending solutions, and coordinating work of others.

This position will be based out of the DEQ’s Headquarters in Portland, however, the successful candidate is eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. At DEQ sites, you will have access to a workspace, however, it may be shared with other employees.
This position requires occasional travel for meetings, conferences, trainings, presentations, and public hearings, some of which may include evening work, weekend work, and/or overnight stays.
