Job Summary:
Works under the supervision of the Conservation Commission and Conservation and Sustainability Director; serves as staff and advisor to the Conservation Commission, assists
with conservation land acquisition and wetlands protection, manages conservation lands and other city properties, conducts environmental reviews, and advances conservation and sustainability projects; performs all other related work as required.

Duties/Responsibilities:

Reports to the Director of Conservation & Sustainability and Conservation Commission

  • Administers and coordinates the local application of the Massachusetts Wetlands Protection Act in conjunction with Holyoke’s Wetlands Protection Ordinance, under
    the supervision of the Conservation & Sustainability Director;
  • Attends various public meetings of the Conservation Commission; prepares all informational packets for members; drafts decisions, letters, and other correspondence; posts information on the website as necessary. Public meetings are primarily held during evening hours, usually twice monthly.
  • Makes decisions on Enforcement Orders and locates of mitigation measures during construction site visits
  • Assists with the update, development, and implementation of the city’s Open Space and Recreation Plan, writes, edits, revises complex reports, gathers public input,
    prepares final report in accordance with city and state regulations.
  • Develops and implements urban forestry plans and environmental grants, programs and projects including invasive species control and monitors environmental
    impacts.
  • Assists the Conservation & Sustainability Director with grant writing and implementation of projects related to the DOER Green Communities Designation &
    Grant Program, EEA Municipal Vulnerability Preparedness Program, and other green or sustainability related projects, grants, and initiatives in close coordination
    with the Office of Planning and Economic Development and the Department of Public Works.
  • Serves as the City of Holyoke’s principal liaison and representative for the Pioneer Valley Healthy Air Network;
  • Assists in the maintenance of department records, files, maps, reports, plans, septic permits, wetland permits and storm water permits; manages budgeting process, dues and subscriptions, fee collection for applications, and grant monies.
  • Maintains and updates materials on the Office of Conservation and Sustainability website and social media platforms.
  • Administers special projects as assigned and provides project support for staff as needed.
  • Performs similar or related work as required, directed or as situation dictates.

Required Skills/Abilities:

Knowledge: Environmental and wetlands management practices, polices, regulation and laws. Understanding MA Wetlands Regulations and permitting process. Working
knowledge of biology/natural sciences, office procedures, practices, office equipment and terminology.

Ability: Ability to establish and maintain effective working relationships with city officials and departments, state agencies and the general public; analyze and develop plans, programs and recommendations, conduct independent research and analyze interpret results; Ability to maintain detailed statistics, records, and clerical records. Ability to deal effectively and tactfully with the public. Ability to maintain confidential information. Ability to compose correspondence and to prepare, type, and proofread reports as to form and logic flow.

Skill: Excellent customer service and employee relations skills. Strong verbal and writing skills, Grant management, MS Office, MUNIS and other related software; GIS and GPS
proficiency preferred, website management,

Job Environment:

  • Work is performed under typical office setting; work environment is moderately noise level; work is conducted in the field with exposure to various weather conditions; tours off-premises work sites and attends evening meetings.
  • Operates an automobile. Operates computer, telephone, copier, facsimile machine, and other standard office equipment.
  • Makes frequent contact with the general public; municipal, state and federal representatives; elected officials; agencies and regulatory bodies as well as contractors and sub-contractors. Contacts are in person, by phone, email, virtually and in writing and via various stakeholder meetings, hearings, and other events.
  • Has access to department-related confidential and/or sensitive information.
  • Errors in judgment could result in delays or loss of service, injuries to others, monetary loss, and have legal or financial repercussions.

Education, Certification, Licensure and Experience:
Bachelor’s Degree in Environmental Science or related field required; Master’s Degree in regional planning, urban planning, environmental science or public policy preferred. At least two years experience in wetlands management, land conservation, or related field; or any equivalent  combination of education and experience..

Fair Labor Standards Act (FLSA) status: Non-Exempt (hourly)
Employment status & Hours: Regular Full-time employment, 35 hours per week, Monday-Friday, 8:30 a.m. to 4:30 p.m.
Salary/Pay rate: $35.92 (minimum) up to $37.91 (maximum) per hour (Grade 1520, NAGE)
