This is an opportunity to apply your technical expertise, leadership, and collaborative skills to support critical construction and maintenance projects for fish and wildlife infrastructure and facilities.
As an expert in the field of construction, you will lead several major construction units and oversee the execution of complex projects, including water recreation sites, fish passage improvements, and rural road maintenance.
Additional responsibilities include developing scopes of work and cost estimates, overseeing resources and budgets, and supporting projects from pre-construction through closeout.
What to Expect-
Among the varied range of responsibilities held within this role, the Construction Project Coordinator Superintendent will,
Supervision and Mentoring:
- Oversight of multiple construction teams specializing in the following projects:
- Water recreation access site renovations: boat plank installation, parking lot grading, utility demolition.
- Fish transportation: annual transportation of hatchery raised fish to various recreational access sites.
- Fish passage improvements: culvert and bridge installation or removal, and fish channel restorations.
- Water intake maintenance: annual sediment removal from water intake structures.
- Rural road development and maintenance: annual maintenance activities on wildlife access lands for hunting and fishing opportunities.
- Hatchery rearing structures: installation of collection ponds for hatchery fish rearing.
- Supervise and mentor technical and professional level staff to support an effective, motivated team.
- Set goals and objectives, develop strategies to implement, and develop performance measurements and standards for the purpose of ensuring individual and program performance objectives are met.
- Manage personnel issues relating to staff conflicts, absenteeism, performance issues in a positive manner for the purpose of ensuring the efficient and effective functioning of the work unit.
Project Assessment, Implementation, and Management:
- Coordinate, direct, and review all aspects of construction and maintenance projects to ensure appropriate means and methods are being implemented.
- Work directly with project managers and customers to evaluate and define the scope and constructability of and prioritize construction and maintenance needs.
- Participate in conceptual and 30-60-90 drawing reviews, provide expertise to mitigate issues of functionality or feasibility, identify issues or conflicts that would require adjustments or exemptions to ordinary construction practices.
- Analyze project specifications for sequence of work, material and personnel requirements, and schedule material and equipment deliveries. Identifies material or services that require purchasing contracts and develops specifications for the bidding process.
- Prepare detailed cost estimates, monitors spending and advocates for additional resources as needed.
- Develop and manage short and long-term project schedules that focus on the identification of upland and in-water work, hatchery rearing activities to ensure crews meet production goals without impacting on agency operations.
Fleet Management Oversight
- Oversee the management of the construction division’s fleet of approximately 140 vehicles, including trailers and heavy equipment to keep road legal vehicles and equipment in compliance with state and federal laws.
- Work in collaboration with the agency’s Fleet Manager to develop short and long-term replacement plans to cycle aging fleet out of service.
- Monitor the divisions revolving vehicle funds for opportunities for new purchases.

Working Conditions:
Work setting, including hazards:
- Duties are primarily performed in an office setting but may be performed at construction sites on hatchery and wildlife areas.
- Work on rough terrain, riverbanks, slippery slopes, confined and difficult to reach spaces, and work and drive in all types of weather conditions.
- Stoop, squat, twist, push, pull, and lift of 50 pounds repetitively when loading and unloading trucks or moving materials around project site.
- Operate motor vehicles in hazardous weather conditions such as snow and ice while on mountain passes, highways, and roads (both paved and unpaved).
- This position may involve working in or near water, including tasks that require navigating, negotiating, and performing duties related to water environments.
Schedule: Typically, Monday – Thursday,6:00 A.M. - 4:30 P.M. This will include overnight stays, evening and weekend work, and overtime as needed.
Travel Requirements: Travel required 20-50% depending on season.
Tools and Equipment: Mobile electronic devices and computers, basic hand tools, power tools (drills, cut off saws, circular saws, hydraulic punch, metal band saws, mini excavators and backhoes, chainsaws, jack hammers and/or powered motors) automotive equipment (pickup, dump trucks, and trailers) and heavy equipment (dozers, backhoes, excavators and compactors).
Customer Interactions: Frequent interactions between Federal, local, inter-agency, and intra-agency customers and vendors.
Qualifications:
Required Qualifications:
Option 1: Bachelor’s degree in architecture, naval architecture, engineering, building construction, marine engineering, or closely allied field.
And all the following (may be gained concurrently):
- Four (4) years of progressive field construction experience
- Three (3) years in a supervisory or leadership role equivalent to a construction superintendent, construction manager or project manager.
Option 2:
All the following (may be gained concurrently):
- Eight (8) years of field construction experience.
- Three (3) years in a supervisory or leadership role equivalent to a construction superintendent, construction manager or project manager.
Option 3: Equivalent education/experience.
In addition to the options above, the following experience and competencies are required:
Proficiency with basic computer applications including Outlook, Word, and Excel.
Experience with:
- Construction methods, operational costs, and limitations of construction equipment and building materials including their costs, uses and sources of supply.
- Contractual relationships, including specifications, fiscal procedures and engineering principles and their application to construction projects.
- State, federal, and OSHA construction regulations.
- Common methods, practices, and equipment/materials used in earth-moving operations, such as excavation, grading, shoring, dredging, backfilling, and compaction.
- Reviewing construction plans, specifications, blueprints, sketches, shop drawings and site and elevation plans
Ability to:
- Identify and schedule construction phases, coordinate staffing, supplies, and equipment, and successfully complete projects.
- Prepare accurate and concise cost estimates.
- Identify and analyze problems by gathering relevant information and collaborating with decision-makers and field staff to develop effective solutions.
Certifications/Licenses: Valid Driver’s License.
Preferred Qualifications:
In addition to the required qualifications, our ideal applicant will possess one or more of the following:
License/Certifications:
- Valid First Aid/CPR Certification
- Class A Commercial Driver’s License (CDL) endorsement with a valid Medical Examiner’s Certificate.
Knowledge of:
- Washington State Purchasing rules and regulations and Washington’s Electronic Business Solution (WEBS) bidding process.
- Understanding of the purpose and application of the following related to construction projects:
- Hydraulic Project Approval (HPA)
- US Army Corps of Engineers regulatory permit
- Shoreline Substantial Development Permit (SDP)
- Cultural resource reviews
- State Environmental Policy Act (SEPA) reviews.
