This is not a State of Delaware merit position. It is a one-year contractual position with the opportunity to work long term.
The Kent Conservation District (KCD), a governmental subdivision of the State of Delaware, is seeking applicants for the contractual services position of Construction Project Manager with the Delaware Department of Natural Resources and Environmental Control (DNREC), Division of Parks and Recreation – Planning, Preservation and Development Section.
JOB SUMMARY
The selected candidate will assist in the construction of capital projects within the Delaware State Park System by providing technical input related to construction means and methods during planning and design; estimating the construction costs of projects to assist with budget development; reviewing construction documents prior to bidding for constructability and consistency with operational standards; and directly managing projects occurring in multiple parks.
This position is focused on projects and State Parks across southern Delaware. However, future projects and staffing may require participation in projects, meetings, or other work in other areas within the State of Delaware. The position will have physical office space in the Division headquarters in Dover. With most of the time spent in the field, the position will need to function independently and remotely with provided IT or other equipment.
ESSENTIAL FUNCTIONS
Essential functions are fundamental, core functions and are not intended to be an exhaustive list of all job duties.
- Responsible for contributing to the planning, design, and construction phases of projects by providing technical input based on construction experience.
- Assists with the development of project cost estimates.
- Reviews construction plans at all phases to assure constructability, consistency with operational standards, and clarity.
- Serves as a liaison with central office staff during all phases of a project.
- Responsible for management of assigned construction projects. These projects may span multiple parks across the state. Oversight may include coordination of multiple contractors; running of preconstruction, progress, and post construction meetings; review and approval of payments; and recommending action on proposed change orders.
- Serves as the liaison between park staff, central office staff, and contractors.
- Responsible for onsite construction review and inspection on assigned projects to assure compliance with plans and specifications; state laws; department and division policies; and local ordinances.
- Uses information technology to document observations and maintain the project record.
- Resolves and/or coordinates the resolution to on-site problems.
JOB REQUIREMENTS
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
- Three years’ experience in construction project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating, and reporting on the status of construction projects.
- Three years’ experience in interpreting blueprints, schematics, or technical drawings.
- Six months experience in interpreting national and local building and fire codes.
- Six months experience in contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts.
CONDITIONS OF EMPLOYMENT

- Direct Deposit of paychecks is required of all new employees.
- Possession of a valid Driver’s License is required (not suspended, revoked, cancelled, or disqualified from driving.)
- Criminal Background Check: A satisfactory criminal background check is required as a condition of hire. The applicant may be required to pay for the criminal background check as part of the conditional offer of hire.

The Kent Conservation District offers a comprehensive benefits package, including: 37.5-hour work week with flexible scheduling options, 9.5 hours per month of accrued vacation leave and 9.5 hours per month of accrued sick leave (prorated the first month of employment), and 12 paid holidays per year (holidays and floating holidays follow the State of Delaware schedule.)
