Classified-Exempt Position
Wildlife Resources/Elkins Operations Center This position will serve as a Database Administrator 2 within the GIS & Technical Support Program, Operations Unit, Wildlife Resources Section of the West Virginia Division of Natural Resources. The employee will administer, monitor, maintain, and secure database management systems hosted in Amazon Web Services (AWS) PostgreSQL and on-premises Microsoft SQL Server environments. The position will ensure high availability, performance, and data integrity across databases, applications, and associated hardware. Preference will be given to applicants proficient in Python and the Django framework. The employee will be the primary administrator for the agency-wide Wildlife Resources Section Custom Database Application hosted in AWS PostgreSQL. Manage associated web portal and Application Programming Interface (API) front ends, ensuring system stability and user accessibility. Collaborate with consultants and Wildlife Resource Section Units to prioritize enhancements and additional project integration into the enterprise system, leading efforts to migrate and integrate critical data into a centralized, modern database infrastructure. Provide secondary administration for the agency’s on-premises Microsoft SQL Server databases and enterprise Geographic Information System portals, supporting integration with the Custom Database Application, mobile and web-based data collection, and data analysis and visualization tools. Facilitate integration of the Custom Database System with additional enterprise databases, including the Electronic Licensing System and Biotics, ensuring efficient data exchange and system interoperability. This position will deliver technical support to agency personnel to ensure efficient data entry, retrieval, and utilization in support of statewide natural resource management efforts. Administer user accounts, roles, and permissions to maintain secure, reliable, and streamlined access to enterprise data systems and applications. Work collaboratively with the West Virginia Office of Technology and information technology consultants to implement robust database security policies, disaster recovery strategies, and comprehensive backup solutions. Participate in system updates, patches, and performance tuning. Conduct independent research to stay current on trends in database technologies, security, and modernization strategies. Apply findings to improve database performance, meet specialized application requirements, and ensure high standards of data quality and system reliability. Perform related work as assigned. Regular attendance is required.
Minimum Qualifications
Training: Successful completion of an Associate Degree in computer science or related field from an accredited college, university or business school.
Substitution: Two years of experience as a Database Administrator for Universal DB2, ORACLE, INFORMIX, SQL Server, SYBASE or any other multi-user database management system on mainframe, mini, or client/server platforms may substitute for the required training.
Experience: Four years of full-time or equivalent part-time paid experience in database administration and management work, with Universal DB2, ORACLE, INFORMIX, SQL Server, SYBASE or any other multi-user database management on mainframe, mini, or client/server platforms OR eight years of full-time or equivalent part-time paid experience in programming and analysis work using any of a variety of programming languages, including at least four years of SQL experience and a variety of data storage techniques.Substitution: Bachelor's degree from an accredited college or university in computer science or related field may be substituted for the training and two years of the experience.
