GENERAL DESCRIPTION: 

The Wyoming Game and Fish Department is seeking a Deputy Director of Internal Operations, based out of Cheyenne, Wyoming.  This position is a member of the agency’s Senior Leadership Team and directs, plans, organizes, and controls functions of a major department of state government responsible for the "control, propagation, management, protection and regulation of all Wyoming Wildlife" (W.S. 23-1-103).  This position works closely with the Governor's Office, Legislature, and the Wyoming Game and Fish Commission on a variety of issues including preparation, administration, and supervision of the Commission’s budget of over $95 million.  As the Deputy Director of Internal Operations, this position supervises the department’s Division Chiefs in the management of five major divisions (Wildlife, Fish, Fiscal, Services, and Communications).   This position provides oversight and approval for all major personnel actions and provides final approval of all contracts and agreements.  This position is responsible for coordinating internal teams and Game and Fish Commission meetings.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Review and approve all contracts and agreements for fish and wildlife management projects and planning efforts.
  • Coordinate development and management of the Game and Fish Commission’s budget.
  • Establish department objectives after evaluating constituent's desires and regulatory, social, and budgetary constraints.
  • Interact with federal, state, and local government agencies, legislators, commissioners, non-governmental organizations, and private industry on a wide variety of fish and wildlife-related issues.
  • Direct department administrators to accomplish department objectives while monitoring activities for effectiveness and compliance with statutes, regulations, and budgets.
  • Collaborate with the fiscal division and department administrators to prepare, administer, and manage the commission’s budget.
  •  Oversee the development of the department’s strategic plan, operational policies, and work systems within the guidelines established by the Director, the commission, and state laws/regulations.
  •  Prioritize and maintain staffing of positions to ensure the effectiveness of the department in completing its vision, mission, and strategic plan.
  • Provides insight and direction on the department’s response to proposed legislation and how it may affect agency activities and constituent interests.
  •  Reviews and approves personnel actions throughout the employment lifecycle, including hiring, pay adjustments, promotions, and separations of employment. 
  •  Serve as the department Director in his/her absence.
  •  Participate in a variety of regional and national committees that develop policy positions governing fish and wildlife management.

Qualifications

PREFERENCES/**AGENCY REQUIREMENTS:

  • Preference will be given to individuals with work experience in wildlife management.

**Must have a valid driver's license.

KNOWLEDGE: 

  • Knowledge of relevant principles, laws, concepts, and current practices in fish and wildlife conservation.  
  • Knowledge of interpersonal relations as applied to interactions with the media, political, and public officials.
  •  Knowledge of management of large budgets and accounts.
  •  Knowledge of organization, planning, and management of a large staff at all levels, working toward the goals and objectives of the department.
  •  Knowledge in evaluation, policy-making, decision-making, and direction of work activities.
  •  Knowledge of environmental compliance, laws, and processes.
  •  Knowledge of state and federal legislation and regulations.
  •  Skill in planning and organizing large complex programs and evaluating progress toward objectives.
  •  Skill in managing large departments with multiple areas of expertise.
  •  Skill in oral and written communications.

MINIMUM QUALIFICATIONS:
 
Education:Bachelor's Degree (typically in Wildlife Management) Experience:6-8 years of progressive work experience (typically in Wildlife Management) with acquired knowledge at the level of a Game and Fish Administrator OR Education & Experience Substitution:8-10 years of progressive work experience (typically in Wildlife Management) with acquired knowledge at the level of a Game and Fish Administrator 

PHYSICAL WORKING CONDITIONS:

  • Travel is required.
