About the Fellowship
The Emerging Leaders for Climate Action (ELCA) fellowship is a 6-month EPA-funded program by Globally, a nonprofit organization dedicated to empowering the leaders of tomorrow. It brings together emerging leaders from government, nonprofits, academia, the private sector and community organizing. Fellows work alongside Greater Washington, DC communities facing urgent climate challenges.

What Fellows Do
Fellows join a working group of 8–10 people. Each group focuses on one community and one climate issue:

• Flood resilience: Capitol Heights, MD
• Residential energy equity: Ward 8, DC
• Extreme heat preparedness: Bailey's Crossroads, VA

Over the course of the fellowship, each group will:

• Conduct stakeholder consultations with community members and local partners
• Analyze local conditions and policy gaps
• Develop actionable policy proposals
• Present its proposals at the ELCA Summit in spring 2027

Who Should Apply
We welcome emerging leaders from any background, including policy, engineering, finance, public health, law and community organizing. We're looking for people with:

• A genuine interest in climate resilience
• A willingness to listen and learn alongside communities
• The drive to turn insight into impact

Format
The fellowship is primarily virtual. In-person touchpoints in the DC region are encouraged when feasible.
