Job Description:

The Environmental Planner I or II role involves providing essential support for environmental planning and permitting efforts related to electric transmission line construction across the western United States. The ideal candidate will possess a proven track record of success in working on environmental plans and permits, conducting spatial analysis and mapping, and coordinating with federal, state, and local agencies. Familiarity with the electric utility industry's construction practices is preferred.

As the Environmental Planner, you will be responsible for various tasks including obtaining utility crossing permits, drafting environmental compliance plans, Geographic Information Systems (GIS) mapping, conducting land use or natural resource assessments, preparing NEPA documents, field data collection and due diligence activities, capturing pre- or post-construction aerial footage using drones, and collaborating with project managers to complete and implement a range of project-related activities.

Essential Duties and Responsibilities:

  • Obtain utility crossing permits (e.g., Department of Transportation (DOT), railroad, canal, transmission/distribution line, fiber) for right-of-way crossings or encroachments.
  • Coordinate with federal, state, and local agencies, utility companies, and stakeholders.
  • Support writing environmental compliance plans, e.g., Storm Water Pollution Prevention Plans (SWPPP), Spill Prevention, Control, and Countermeasure (SPCC), dust control plans, etc.
  • Attend and participate in meetings with construction personnel, project management, and clients.
  • Conduct spatial analysis and mapping using GIS including ESRI software and Google Earth.
  • Research federal, state, and local environmental rules and regulations.
  • Support different environment/natural resource disciplines (wildlife, plants, water, cultural resources, etc.).
  • Data compilation and organization.
  • Technical report authoring for Phase I, II, NEPA/CEQA, or other environmental reports.
  • Complete assignments and project tasks according to deadlines and budget.
  • Follow safety rules, guidelines, and standards for all projects.
  • Strictly adhere to company environmental policies and procedures.
  • Maintain quality standards on all projects and deliverables.
  • Other duties as assigned.

Skills & Abilities:

  • Strong verbal, written, and people skills.
  • Ability to perform work duties independently.
  • Must be self-disciplined, motivated, and meet concurrent project deadlines.
  • Able to conduct research, assess potential impacts, and communicate (verbally and written) proper solutions/recommendations.
  • Ability to multitask and maintain effectiveness with multiple priorities.
  • Detail-oriented team player and able to contribute to a positive work environment.
  • Comfortable working in both an office environment and in the field.
  • Comfortable interacting with clients, government agencies, sub-contractors, etc.
  • Strong computer skills and a significant understanding of Microsoft Office applications, Adobe Acrobat, Google Earth, and others.
  • Solid mathematical skills.
  • Competency using GPS, GIS, and mobile devices.
  • Comfortable traveling out-of-state for up to several days at a time; travel on short notice will be required at times.
  • Professional demeanor; remain calm and emotionally controlled under pressure.
  • Reliable and punctual.

Physical Demands:

  • Must be able to lift 40-50 lbs.
  • Must be able to traverse challenging terrain.
  • Capable of working in varying or adverse environmental conditions.
  • Able to withstand long hours in the field.
  • Able to work flexible hours & travel up to 50%.

Education and/or Work Experience:

  • Bachelor’s degree in Environmental Planning, Geography, GIS, Natural Resources, or related degree.
  • At least 2 years of related work experience is required.
  • A record of prior employment documenting that the applicant is organized, motivated, dependable, and good at solving problems in a professional and timely manner.
  • Must be a U.S. citizen and have a valid driver’s license.

Preferred experience:

  • Familiarity with electrical transmission and distribution line construction activities.
  • Planning and field experience on construction projects.
  • ESRI GIS Software (Desktop, ArcGIS Online, Field Maps) and Google Earth.
  • FAA Part 107 Commercial Drone Pilot.

Compensation will be based on the applicant’s qualifications.
