Environmental Project Manager

The Environmental Project Manager will aid in the delivery of state and federal aid funded construction projects. The successful applicant will assist in balancing project and program deliverability, scope, cost and schedules; be part of a five member team of technical project delivery managers with expertise in project design, environmental requirements, scheduling construction, and funding. The team will work with all representatives assigned to assist with project delivery, coordinate between central complex and district staff, and will help to create a culture of increased accountability and streamlined processes.

Examples of Work

  • Technical Environmental Coordination: Communicate and coordinate with environmental project delivery team responsible for initiating, planning, and delivering NEPA documentation and technical resource approvals such as wetlands and aquatic resources, historic properties, noise and air, hazardous materials, and endangered species.
  • Environmental Risk Assessment & Mitigation: Identify NDOT program and project delivery risks and develop solutions to avoid project delays through management and mitigation strategies.
  • Technical Project Management: Participate in and ensure continuous coordination and communication with Super Team (Technical Project Managers) to efficiently deliver construction program, reduce waste, and improve productivity and schedule reliability.
  • External Engagement: Engage federal, state, and local resource and regulatory agencies, LPA's and consultants to share project impact information, negotiate courses of action, and achieve mutual objectives.
  • Quality Assurance: Perform quality assurance for environmental project delivery process and participate in program audits.
  • Public Engagement: In cooperation with the Communication Division, participate in the planning and execution of meaningful public engagement for project delivery.
  • Document Approval: Review and recommend approval of environmental documents and/or permits.
  • Contractual Services: Develop, review, and coordinate detailed scopes of services and cost estimates, including project schedules. This will require conducting effective project negotiations to maintain cost control.
  • Contract Management: Manage consultant contracts to ensure accountability to cost, deliverables, and schedule.

Qualifications / Requirements

REQUIREMENTS:  Bachelors or higher college degree in environmental science/management, biological/physical/natural sciences, environmental engineering, or similar discipline, and experience in project, assessment, or compliance control experience in natural resource management, environmental management, or engineering/construction work OR Bachelor's or higher college degree in administration, management, engineering, project management, program evaluation, and experience in conducting, planning, and/or monitoring environmental related projects, program, or studies.

PREFERRED: A minimum of three years of experience working with environmental documentation and/or compliance, specifically in the fields of NEPA and 404 Permitting. Masters degree in physical, natural or environmental science or planning, environmental engineering, biology, agronomy, soil science or related field. Project management training.

OTHER: Effective communication skills are required in order to perform the essential functions of the job. Regular and reliable attendance. 

Knowledge, Skills and Abilities

Must be able to: Read, understand and assess engineering plans to identify environmental concerns; be able to communicate that information to project delivery team members, the public, elected officials, design professionals, and resource agencies. Interpret environmental rules, regulations and laws and be able to communicate and work cooperatively with NDOT Environmental Management, Biologists, Engineering Design, Project Scheduling, Bridge and Roadway Design, Local Projects, Consultants and District staff to incorporate requirements and ensure the highway project design and subsequent project construction complies with associated requirements and any commitments made during the development of projects.
