About the Role

CC Environment & Planning is seeking an experienced environmental permitting professional to lead federal, New York State, and local environmental review and permitting for a diverse portfolio of natural resource, ecological restoration, invasive species management, infrastructure, and planning projects.

The Senior Environmental Permitting Project Manager will work directly with clients, project managers, scientists, planners, engineers, and regulatory agencies from early project scoping through permit approval and implementation. This person will develop permitting strategies, prepare clear and defensible applications and environmental review documents, coordinate technical inputs, and help projects move forward efficiently and responsibly.

This is a hands-on senior technical role within a small but growing team. The position will manage larger or multi-agency permitting assignments and will have opportunities to mentor staff, improve internal permitting systems, and take on supervisory responsibility as this service area grows.

Key Responsibilities

Environmental Review & Permitting

• Lead permit feasibility reviews and develop practical permitting strategies, schedules, and approval pathways
• Prepare and manage federal, state, and local permit applications, including environmental reviews under SEQRA and NEPA and supporting impact and mitigation analyses
• Coordinate Clean Water Act Sections 401 and 404, applicable NYSDEC wetland, stream, and water quality approvals, and coastal consistency reviews
• Lead agency consultations, meetings, comment responses, revisions, and permit-condition negotiations involving USACE, NYSDEC, USFWS, NYSDOS, SHPO, and other agencies
• Plan and support public involvement activities associated with environmental review and permitting, including public notices, information sessions, public meetings, hearings, and formal comment periods.
• Prepare clear presentations and supporting materials, represent clients at public and stakeholder meetings, and develop responses to public and agency comments.
• Track approvals, permit commitments, amendments, reporting requirements, and closeout documentation through project completion

Project Management & Client Leadership

• Serve as project manager for larger or complex permitting assignments, including scope, fee, schedule, staffing, budget, quality, invoicing, and risk management
• Coordinate multidisciplinary staff, field teams, GIS specialists, designers, and subconsultants to produce complete and consistent deliverables
• Develop scopes of work, fee estimates, proposals, and project plans for permitting and environmental review services
• Act as a trusted client contact, communicate status and decisions clearly, and identify practical solutions to schedule or compliance risks

Restoration & Invasive Species Project Support

• Lead permitting for wetland, stream, shoreline, habitat restoration, and invasive species management projects
• Translate field data, GIS information, treatment methods, and implementation plans into clear applications, then coordinate permit requirements with implementation teams

Technical Leadership & Service Growth

• Provide senior technical review and quality control for permit applications, environmental review documents, and regulatory correspondence
• Mentor and support junior and mid-level staff in environmental review, permitting, technical writing, and agency coordination
• Develop practical templates, tracking tools, and quality standards, and keep the team current on changing environmental regulations
• Help expand CC Environment's permitting capabilities, client relationships, and project opportunities, with potential for future staff supervision as the service grows

Qualifications

Required

• Bachelor's degree in environmental science, natural resources, ecology, biology, environmental planning, or a related field
• Minimum 7 years of progressively responsible professional experience in natural resources, environmental review, and environmental permitting
• Substantial experience leading complete federal and New York State permit applications, environmental review documents, and regulatory agency coordination
• Working knowledge of SEQRA, NEPA, Clean Water Act Sections 401 and 404, and applicable NYSDEC wetland, stream, and water quality permitting requirements
• Experience managing project scope, budgets, schedules, deadlines, technical contributors, and client expectations
• Excellent regulatory interpretation, technical writing, communication, organization, professional judgment, and attention to detail
• Demonstrated experience with public review processes, including presenting technical or regulatory information at public meetings and responding to comments from community members, stakeholders, agencies, and municipal officials.
• Ability to manage multiple assignments independently while collaborating effectively with a small, multidisciplinary team
• Ability to travel within New York State for site visits, client meetings, and agency coordination as project needs require

Preferred

• 10 or more years of relevant professional experience
• Experience with wetland and stream permits, ecological restoration, habitat improvement, shoreline work, or invasive species treatment permitting
• Experience coordinating endangered species, cultural resources, coastal consistency, stormwater, or other approvals on complex multi-agency projects
• Experience supervising or mentoring technical staff and helping build a permitting or environmental review service area
• Professional certification such as Professional Wetland Scientist (PWS), Certified Environmental
• Professional (CEP), AICP, PMP, or similar credential
