This is not a State of Delaware merit position.  It is a one-year contractual position with the opportunity to work long term.

The Kent Conservation District (KCD), a governmental subdivision of the State of Delaware, is seeking applicants for the contractual services position of Environmental Specialist III with the Delaware Department of Natural Resources and Environmental Control (DNREC), Division of Watershed Stewardship – Shoreline and Waterway Management section.

JOB SUMMARY

The Coastal Construction Regulatory Program’s Environmental Specialist III will review and evaluate complex permit applications for compliance with coastal construction regulations, and then prepare permits for approval by supervisors. The selected candidate is expected to independently conduct field inspections for the purpose of compliance with permit requirements for permitted projects and enforcement of the provisions of the regulations.  When violations are found, the selected candidate will make recommendations for actions on violations of permits and coastal construction regulations.  The position will make recommendations and provide guidance for action related to permits or coastal construction regulations and communicate with the affected parties. 

Outreach materials such as documents, displays, and presentations related to the program will be prepared by this position.  The Environmental Specialist III will be responsible for providing technical assistance and recommendations to property owners, contractors, engineers, architects, and local governments regarding all phases of coastal construction activities, regulatory matters, dune and beach maintenance and related coastal hazards.  The position will be expected to represent the Division in meetings with federal, state, local agencies, and stakeholders and assist in developing draft coastal construction regulatory and enforcement policies and regulation revisions. 

This position also coordinates a volunteer stewardship program. This includes overseeing the program, organizing volunteers, and collecting data.

ESSENTIAL FUNCTIONS 

Essential functions are fundamental, core functions and are not intended to be an exhaustive list of all job duties.

  • Review and evaluate complex permit applications for compliance with coastal construction regulations, and then prepare permits for signature by superiors.
  • Independently conduct field inspections for the purpose of compliance with permit requirements for permitted projects and enforcement of the provisions of the regulations.
  • Make recommendations and provide guidance for action related to permits or coastal construction regulations and communicate with the affected parties.
  • Independently develop documents, displays, and presentations of materials related to the program for use at public meetings such as educational outreach events and public workshops/hearings concerning regulatory proposals.
  • Represent the Division in meetings with federal, state, local agencies, and stakeholders.
  • Provide technical assistance and recommendations to property owners, contractors, engineers, architects, and local governments regarding all phases of coastal construction activities, regulatory matters, dune and beach maintenance and related coastal hazards.
  • Assist in developing draft coastal construction regulatory and enforcement policies and regulation revisions. Revise permit application forms as needed.
  • Independently collect, manage, and maintain data for analysis and for use by the Department.
  • Make recommendations for actions on violations of permits and coastal construction regulations.
  • Oversee volunteer stewardship program.

JOB REQUIREMENTS 

Applicants must have the following:

  • Possession of a Bachelor’s degree or higher in Environmental Planning, Biology, Environmental Science, Natural Science, Architectural History/Historical Preservation, Archaeology/Anthropology, or related field.
  • Two years’ experience in performing environmental specialist work which includes the analysis and assessment of environmental and/or cultural impacts of projects and/or programs.  
  • Two years' experience in analyzing and evaluating data.
  • Two years’ experience in technical report writing.
  • Two years’ experience in ensuring compliance with environmental laws, rules, regulations, standards, policies and procedures.
  • One year experience in environmental project management which includes planning, developing, implementing, managing and evaluating environmental projects to ensure objectives are met.

CONDITIONS OF EMPLOYMENT

  • Direct Deposit of paychecks is required of all new employees.
  • Possession of a valid Driver’s License is required (not suspended, revoked, cancelled, or disqualified from driving.)

The Kent Conservation District offers a comprehensive benefits package, including:  37.5-hour work week with flexible scheduling options, 9.5 hours per month of accrued vacation leave and 9.5 hours per month of accrued sick leave (prorated the first month of employment), and 12 paid holidays per year (holidays and floating holidays follow the State of Delaware schedule.)  Health insurance and pension are also included in the benefits package.
