CLASS SUMMARY: 

Reporting to the Regional Operations Manager, performs duties including training and direction of seasonal work crews, application of control materials, detailed mapping, use of data bases, and surveillance to best achieve district goals. Assigns and monitors work to seasonal inspectors; ensuring staff are trained; ensuring that employees follow set policies and procedures; maintaining a healthy and safe working environment and making performance, hiring and disciplinary recommendations. Evaluates the best method of treatment service by assessing or monitoring of surveillance and treatment within given work area. Provides technical support by updating and querying computer databases using detail knowledge of district material and strategies for surveillance and control operations. Review and updates time cards for accurate documentation of activities performed. Monitors staff on surveillance, control and set operating procedures. Coordinates technical data information in GIS systems.   

Communicates Public relations information to the public; (School Presentations, Community Parades and Fairs, Government Entities and Media Outlets). Creates and maintains accurate sets of GIS maps utilizing field data. Coordinates various administrative and upkeep duties related to vehicles and facilities. Participates in Team meetings & performs necessary team functions as it relates to District goals. Performs other duties of a similar nature or level.    

MINIMUM QUALIFICATIONS:  

Associate in Arts degree or equivalent with some specialized post-secondary training in the biological/earth science field and/or chemical insecticide application; two years related experience; or equivalent combination of education and experience; or demonstrated capability to perform job duties. Must possess a Minnesota Pesticide Applicator’s Certificate and valid driving privileges. Supervisory/Managerial skills experience. Ability in reading and understanding site plans and maps. Effective verbal and written communication skills required and mid-level computer knowledge. 

KNOWLEDGE REQUIRED

  • Managerial/supervisor principles 
  • Applicable laws/rules and regulations pertaining to applications 
  • Mosquito/Black Fly/Tick biology and habitat 
  • Aptitude to coordinate monitoring and controlling mosquitoes/black flies/ticks 
  • Safety/OSHA requirements 
  • Mid-level computer skills 

SKILLS REQUIRED: 

Leadership 

  • Reading and understanding maps/plans 
  • Using a computer and applicable software applications 
  • Using standard office equipment, i.e. copiers, fax machine, etc. 
  • Maintaining records and preparing reports 
  • Prioritizing and assigning work direction 
  • Skills in communication, interpersonal skills as applied to interaction with co-workers, supervisor, the general public, etc. Sufficient to exchange or convey information and receive work direction. 

PHYSICAL REQUIREMENTS: 

Positions in this class typically require: stooping, kneeling crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing and repetitive motions. Lift and carry up to 50 pounds of force occasionally and/or a negligible amount of force frequently or constantly to manipulate, lift, carry, push, pull or otherwise move objects. Some sedentary work that involves sitting. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. Incumbents will be subjected to outdoor work and operation of District vehicles and equipment.
