Job Summary

  • Operates and maintains the County/City geographic information system (GIS) base maps, parcels, ownership, roads, subdivisions, rights-of-way, zoning, and tax digest corrections; updates data in GIS database; enters mapping parcel data from deeds, plats, plots, surveys, or other sources into GIS system.
  • Revises/updates parcel maps; creates, combines, restructures, or deletes parcels; issues parcel numbers; creates land splits; redefines property lines and makes corrections to property ownership, property lines, and acreage; creates and updates legal descriptions; updates sales data, land codes, zoning codes, and exemption codes; increases, adjusts, updates, and incorporates rights-of-way; researches records, maps, and other documentation to obtain data such as location of sewer mains, sewer taps, water mains, hydrants, etc., and zoning district designations or special property assessments to be entered into the County's enterprise geographical information system (GIS).
  • Incorporates new subdivisions and roads based on information from deeds, tax records, surveys, plats, aerial photographs, and other available resources; revises subdivisions.
  • Conducts data collection research, utilizing all or portions of maps, deeds, legal/court records, computer databases, Internet sites, hardcopy materials, or other sources as needed; collects and organizes data for report generation.
  • Maintains and continually updates relational databases containing geographic-related and other relevant data sets.
  • Creates and modifies data files by entering electronically converted data into appropriate database system.
  • Assists in composing and plotting maps, using computer-aided drafting.
  • Reviews recorded documentation for right-of-way, zoning, and other County agencies; determines whether valid transfer or division has been made; ensures compliance with applicable statutes and ordinances; conducts manual and/or visual checks of preliminary data and final products to ensure quality control of data entering system.
  • Maintains tracking system to reflect increase/decrease in acreage, documentation of new parcel splits/creations, and deletion of parcels which have combined with other parcels or become subdivisions or commercial/industrial parks; prepares routing slips for permanent parcel files for any/all changes to each parcel adjusted.
  • Prepares or completes various forms, reports, correspondence, routing slips, maps, plots, plats, surveys, feature/attribute records, or other documents.
  • Receives various forms, reports, correspondence, deeds, surveys, maps, plots, plats, utility records, tax records, legal/court records, aerial photographs, computer guides, journals, laws, regulations, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
  • Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, geographical information system, parcel mapping, research, e-mail, Internet, or other computer programs.
  • Operates a variety of specialized/general equipment and tools, which may include a computer, plotter, digitizer, printer, microfiche copier, wide format copier, deed retrieval copier, fax machine, copier, calculator, or telephone.
  • Communicates with supervisor, employees, other departments, property owners, realtors, attorneys, surveyors, title searchers, builders, contractors, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new technologies, equipment, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends conferences, workshops, and training sessions as appropriate.

Minimum Qualifications

High school diploma or GED; supplemented by vocational/technical training in cartography, computerized mapping, or a related field; supplemented by one (1) year previous experience and/or training involving geographical information system operations, cartography, and computerized mapping; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver's license.
