Hunting and Angling Recruitment, Retention & Reactivation Specialist - Cheyenne
The Council to Advance Hunting and the Shooting Sports (Council), in partnership with Wyoming Game and Fish Department, seeks a Hunting and Angling Recruitment, Retention & Reactivation (R3) Specialist to support Wyoming Game and Fish Department’s hunter and angler recruitment efforts.
The primary role of this position is to support Wyoming's R3 strategic plan and R3 efforts in Wyoming. The position will support recruitment, retention, and reactivation of hunters and anglers in coordination with the R3 Coordinator and Wyoming Game and Fish Department. This work includes developing email and social media content and supporting department programs such as Becoming an Outdoors-Woman and WY Hunt Fish. This position includes travel around the state and to the yearly R3 Symposium. The R3 Specialist will report to the R3 Coordinator.

Primary Focus: Recruitment, Retention, and Reactivation (R3)
Desired Skills and Abilities
- Must have a valid driver's license.
- Preference will be given to those with a bachelor's degree in communications, marketing, human dimensions, wildlife management, or another related field.
- Preference will be given to those with experience teaching fishing, archery, firearm safety, and outdoor survival.
- Ability to develop compelling and accurate digital content
- Knowledge of hunting and fishing techniques; ability to work outdoors in varied terrain and weather conditions and be comfortable pulling trailers and operating 4WD vehicles
- Ability to maintain composure and delegate during continuously changing work conditions; excellent communication skills, strong organizational and leadership skills, enthusiasm, flexibility and a passion for working with others of all ages and backgrounds.
Terms of Employment
This position is a 12 month at-will position with an intended start date of October-November 2026. This position may be extended for up to three years based on performance. This position is full time, with dental and health benefits, 401k, and paid time off.
Located in Cheyenne, Wyoming. This position includes travel around the state and to the yearly R3 Symposium. Must have the ability to work outdoors in varied terrain and weather conditions and be comfortable pulling trailers and operating 4WD vehicles.
The Council employs the position. The R3 Specialist will report to the R3 Coordinator and work in collaboration with Wyoming Game and Fish Department.
Scope of WorkJob Functions

- Support Wyoming's R3 strategic plan development through committee organization, agenda development and background research.
- Engage with industry partners, NGOs, and state, federal and tribal wildlife agencies to amplify R3 efforts within Wyoming.
- Support R3 data analysis and report preparation.
Primary Duties
The R3 Specialist will utilize resources and networks to effectively:
- Administer programs on registration software and support participant registration.
- Assist with the development of R3 email marketing and social media content.
- Assist in developing activities and events, targeting the recruitment, retention, and reactivation of hunters and anglers.
- Assist instruction at hunter education courses, mentored hunting experiences, field days, and other outdoor education programs.
- Support NGO partners in developing and executing WY Hunt Fish programs.
Additional Duties
- Perform other duties as mutually agreed upon and defined by the Council and partners, including but not limited to the National R3 Symposium.
- Support the planning and execution of R3 targeted camps at Whiskey Mountain Conservation Camp.

Medical Coverage - CareFirst / DCHL
The Council pays 90% of the premium for employee-only coverage and pays 60% of the premium for coverage for spouses and children. Three plans are available:
Base Plan – Blue Choice Advantage HSA Gold
– Blue Choice Advantage Platinum
Buy up Plan – _Blue Preferred PPO Platinum
The Blue Choice Advantage plans are the best fit for those living outside of the DC area. You have access to the CareFirst National Network of providers, which is comparable to the PPO network. If you ever had to seek care while in the VA/DC area, you would just need to be sure to choose a doctor in the Blue Choice network.
The Blue Preferred PPO plan is more expensive and does have an associated employee cost. It would only be an advantage to you if you were living & working in the DC area because it has better out-of- network benefits.
Dental & Vision- CareFirst Direct
The Council pays 100% of the premium for employee-only coverage and pays 60% of the premium for coverage for spouses and children
STD, LTD, LIFE & AD&D- Principal
Employer pays 100% of the premium for these coverages.
Basic Life and Accidental Death and Dismemberment (AD&D):
- The company provides a $50,000 Basic Life Insurance benefit at no cost to employees.
- Amounts of basic insurance over $50,000 are subject to our approval of a person's proof of good health. However, any proof of good health required due to late application for this insurance will be at no expense to us.
- For Insureds age 70 and over, the amount of basic life and accidental death and dismemberment Insurance is subject to automatic reduction.
Short-Term Disability: The plan pays 60% of an employee’s earnings up to $1,500 per week. The elimination period is 0 days for disability due to accidents and 7 days for disability due to sickness. Benefits begin the day after the elimination period is completed. The maximum period of benefit payments is 13 weeks. Employees are allowed to use their sick leave before using short- term disability.
Long-Term Disability: The plan pays 60% of an employee’s earnings up to $7,500 per month. For employees over age 65, please refer to the plan documents. The elimination period is 90 days or the day after the elimination period is completed.
401(k)
The company sponsors a 401(k)-retirement savings plan. Employees must be 21 years of age and complete 250 hours of service in a three-month period to become eligible. The company provides a 3% safe harbor non-elective contribution. (“Non-elective” means you receive this contribution even if you choose not to defer your own compensation.) If you elect to defer your own compensation, the company will also match up to 1% of your deferrals.
Paid Time Off
New full-time employees begin accruing annual leave with their first paycheck at a rate of five hours per pay period (15 days annually). Full-time employees accrue four hours of sick leave each pay period (12 days annually). Terms and conditions of paid time off programs are covered in the Employee Handbook.
