A NEPA Specialist position is available with the Center for Environmental Management of Military Lands (CEMML). This position will be located at Fort Campbell, KY.

The incumbent will provide technical support to the Environmental Division at Fort Campbell to fulfil compliance requirements under NEPA. This support will include serving as a subject matter expert on NEPA and related regulatory requirements, conducing compliance audits, tracking proposed actions and process status, implementing NEPA training, and preparing technical documents for governmental approval.

Required Qualifications: 

  • A Master’s degree in appropriate field (such as environmental policy, environmental compliance, natural resource management or closely related field) or a Bachelor’s degree in appropriate field and 3 years of experience.
  • Must have knowledge and experience in the application of the NEPA process per CEQ 40 CFR Parts 1500-1508, 42 USC § 4321 and 32 CFR 651.
  • Must have experience in project review and data input into a work management database.
  • Must have experience conducting NEPA training for large audiences.
  • Must have experience in technical writing of Environmental Assessment, Records of Environmental Considerations, Construction Site Clearances, and Environmental Condition of Property in accordance with defined NEPA procedures.
  • Functional knowledge of desktop computer systems, Windows-based operating systems, Microsoft Office software applications, and ESRI Geographic Information Systems (GIS) software applications is required.
  • Must have knowledge of using computer automation and administrative functions necessary for collection, interpretation, recording, storage, dissemination, and reporting of environmental data.
  • The incumbent will be required to perform frequent fieldwork and therefore shall be experienced with working in outdoor conditions.
  • The successful candidate must be legally authorized to work in the U.S. by the proposed start date; CEMML will not provide visa sponsorship for this position.
  • Must have a valid and current driver’s license or be able to obtain a valid driver’s license by employment start date.

Preferred Qualifications: 

  • Two or more years of relevant professional experience working with NEPA compliance.
  • Experience conducting NEPA audits.
  • Experience developing and leading NEPA training for various audiences.
  • Demonstrated excellence and experience in technical writing of NEPA documents.
  • Experience designing or executing systems or processes to effectively manage projects or programs.
  • Experience conducting NEPA compliance on military installations.
  • Experience or demonstrated knowledge of NEPA compliance related to environmental resources and regulations.
  • Demonstrated proficiency with Microsoft Office software applications and ESRI GIS software.
