REMSA, Inc. is seeking experienced NMFS-qualified Protected Species Observers (PSOs) for long-term marine mammal monitoring support associated with the Sparrows Point Container Terminal (SPCT) Project located in Baltimore County, Maryland.The project involves construction of a new container terminal and marginal wharf requiring installation of approximately 1,517 steel piles utilizing vibratory and impact pile-driving methods within the Patapsco River.PSOs will support compliance with the Marine Mammal Protection Act (MMPA), National Marine Fisheries Service (NMFS) Incidental Harassment Authorization (IHA), and the project-specific Marine Mammal Monitoring Plan (MMMP).

- One PSO – 2 Days per WeekJune 1 – September 15
- One NMFS-approved PSO – 7 Days per WeekSeptember 16 – September 30

- One PSO – 1 Day per WeekMonitoring will occur during active pile-driving operations over an anticipated 32-month construction duration.
Observer DutiesObservers will:
- Conduct monitoring 30 minutes prior to pile driving
- Conduct continuous monitoring during active pile-driving activities
- Conduct monitoring 30 minutes after pile driving concludes
- Monitor designated Level A Shutdown Zones and visible Level B Harassment Zones
- Request immediate shutdown if marine mammals enter shutdown zones
- Utilize binoculars, spotting scopes, range finders, GPS units, and thermal/night vision equipment as required
- Observe from designated land-based vantage points within the Sparrows Point north turning basin
- Maintain communication with the construction team and environmental compliance personnel
Minimum QualificationsApplicants must meet NMFS Protected Species Observer qualification requirements including:
- Prior PSO experience during marine construction projects preferred
- Experience with pile-driving and dredging monitoring projects
- Experience monitoring marine mammals in active construction environments
- Ability to identify marine mammals and associated behaviors
- Ability to communicate effectively via radio, phone, and in-person
- Experience preparing daily monitoring reports and compliance documentation
- Ability to work safely around marine construction operations
- Ability to work outdoors in varying environmental conditions
- Degree in biological sciences, marine biology, environmental science, or related field preferred
At least one PSO assigned to the project must have prior experience performing duties pursuant to a NMFS-issued Incidental Take Authorization.
Preferred ExperiencePreference will be given to candidates with:
- Federal contractor experience
- USACE project experience
- Marine environmental compliance experience
- Prior NMFS/IHA monitoring experience
- Chesapeake Bay monitoring experience
- Experience with shutdown procedures and Level A/Level B monitoring zones
- Experience supporting large-scale marine infrastructure construction projects
