Position Description: Operations Manager for the MidCoast Watersheds Council

BACKGROUND
The MidCoast Watersheds Council (Council) is an Oregon 501(c)3 non-profit organization dedicated to improving the health of streams and watersheds of Oregon’s central coast so they produce clean water, rebuild healthy salmon populations, and support a healthy ecosystem and economy. Based in Newport, Oregon, the Council has an operational territory of nearly one million acres, including all streams draining from the crest of the Coast Range to the Pacific, from the Salmon River at Cascade Head to Cape Creek at Heceta Head.

The Council is governed by a diverse Board of Directors that seeks consensus on issues and builds partnerships to get things done in a non-regulatory, cooperative manner. We partner with local landowners, agencies, and non-governmental organizations to accomplish our restoration and conservation goals. The Council works to increase understanding of issues facing our watersheds and engages in policy work to address issues at a systemic level.

The Council receives most of its funding from the Oregon Watershed Enhancement Board and various federal sources. Projects support the Oregon Plan for Salmon and Watersheds, as well as federal Coho recovery strategies. Non-governmental organizations and private individuals also supplement Council funds.

GENERAL POSITION SUMMARY
The Operations Manager (Manager), under the guidance of the Executive Director (ED), provides operational and administrative support for the Council to achieve its mission, advance its vision, and ensure the growth and sustainability of the organization. The Manager will play a pivotal role in building partnerships, driving strategic initiatives, raising funds, and implementing improvements to achieve the Council’s objectives. The Manager must be proficient in financial management, budgeting, non-profit management, grant writing, and/or natural resource restoration. They will act as a liaison to the Board of Directors and Council staff to develop a longer-term strategic plan and vision for the organization. Finally, they will be able to identify, develop, and maintain authentic relationships with the community, partners, and funders. This position does not include supervisory responsibilities of other staff members.

POSITION DUTIES

  • Manage office logistics: organize, order, and maintain office supplies; create an equipment inventory, track maintenance schedules, devise an equipment/vehicle/shared
    space reservation and check-out system; retrieve and process mail.
  • Develop a physical and digital archive to maintain accurate administrative records, track online subscriptions, and payment deadlines.
  • Assist the ED and Fiscal Provider to prepare a budget and maintain accurate financial records (accounts payable and receivable, payroll, mileage, benefits, grant management and expense tracking, etc.) using Excel and Quickbooks. Coordinate with Fiscal Provider for bi-weekly check printing.
  • Assist ED and Staff with grants and contract management. Track progress, end dates, and reporting deadlines. Prepare reports as needed.
  • Provide HR services such as recruitment, hiring, and onboarding processes. Develop orientation programs for new personnel, facilitate timely performance reviews, and
    ensure the Council is in compliance with HR legal requirements.
  • Assist the ED with communicating to the Board. Prepare progress reports on programs,bpartnerships, grants, and fundraising, facilitate board meetings, recruit and orient new board members, track board attendance, and work to streamline organizational efficiency.
  • Work with the ED and Staff to plan and arrange logistics for fundraising, outreach, educational, and other events. Provide support for in-person and virtual events.
  • Troubleshoot technology issues and / or coordinate with IT consultants to resolve problems related to the function of phone, internet, computers, and other IT assets.
  • Attend trainings, workshops, and conferences to build skills and competencies.
  • Attend occasional evening and weekend activities in various locations throughout and outside of the watershed.
  • Other duties assigned by the ED.

REQUIRED QUALIFICATIONS

  • A degree or higher education in finance, business, natural resource management, or similar.
  • Experience with financial management, grants management, nonprofit management, business administration, bookkeeping, and/or experience in another closely related field.
  • Proficiency using word processors and spreadsheets: i.e., Google Suite, Microsoft Office.
  • Discretion with confidential or sensitive information.
  • Aptitude for technology and proclivity for problem-solving technical issues.
  • Valid Oregon driver’s license; good driving record, and reliable personal transportation and vehicle insurance.

DESIRED QUALIFICATIONS

  • QuickBooks, Little Green Light, and/or project management tracking software.
  • Experience with applying for grants, successful appropriation of funds, and reporting for local, state, and federal grants.
  • Proficiency with web design, document design, and social media engagement.

JOB CONDITIONS
Work is performed both in an office environment and in a variety of outdoor field conditions. It involves periodic travel to meetings and training, some evening and weekend engagements, and occasionally may require overnight stay of more than one day. The Manager may use a personal vehicle for work travel, with mileage being reimbursed by the Council. Shared work trucks may be available for use.

SALARY AND BENEFITS
Starting wage: $31-35/hour, depending on experience. Compensation may increase over time based on performance and budget. In addition to paid legal holidays, workers’ compensation, and unemployment insurance, the Council will provide annual leave, personal/sick leave, health insurance, and 3% employer retirement match after a probationary period.
