Program Coordinator – Rio Grande Water Conservation District

Alamosa, CO • Full-Time • Non-Exempt

The Rio Grande Water Conservation District (RGWCD) is seeking a detail‑oriented and motivated Program Coordinator to support water resources administration, regulatory compliance, and operational coordination for the District’s Groundwater Management Subdistricts. This position is best suited for individuals who excel in working directly with producers, supporting water‑administration activities, coordinating field operations, and assisting with the interpretation and application of Colorado water regulations. Primary emphasis is placed on strong, sound judgment, clear and effective public communication, and practical, hands‑on coordination to support and complete District projects.

Position Details

  • Position Title: Program Coordinator
  • Location: 8805 Independence Way, Alamosa, CO
  • Schedule: Monday–Friday, 8:00 a.m.–4:30 p.m. (40 hours/week)
  • Supervisor: General Manager
  • FLSA Status: Non‑Exempt
  • Compensation: Starting at $32.50 per hour, with higher pay considered based on qualifications and experience. The District offers a competitive benefits package including retirement, health insurance, and paid leave.

Key Responsibilities

  • Support Subdistrict program operations, project coordination, and administrative workflows.
  • Assist with regulatory compliance, documentation, and preparation of reporting materials.
  • Gather, verify, and analyze water‑use, metering, and hydrologic data.
  • Conduct field visits to collect data, verify metering information, and document site conditions.
  • Assist with budgeting support, fee calculations, and financial documentation.
  • Coordinate communication with producers, ditch companies, consultants, and partner agencies.
  • Help organize meetings, workshops, and outreach activities.
  • Maintain organized records, schedules, and compliance documentation.

Minimum Qualifications

  • Bachelor’s degree in Engineering, Water Resources, Environmental Science, Business, Public Administration, or a related field.
  • Experience working with water‑use or hydrologic data.
  • Experience preparing draft technical or analytical materials.
  • Experience supporting regulatory or compliance activities.
  • Strong analytical, organizational, and communication skills.
  • Proficiency with Microsoft Office and relevant software tools.
  • Valid driver’s license.

Preferred Qualifications

  • Three years of experience in water resources, agriculture, water administration, or technical program support.
  • Experience with Colorado water rights and/or or Subdistrict operations.
  • Experience coordinating with landowners, ditch companies, or agricultural producers.
  • Experience supporting budget development.
  • GIS experience or coursework.

Work Environment

This position includes a mix of office work—communication, reporting, and coordination—and periodic fieldwork involving site visits, inspections, and producer coordination.
