The State Water Resources Control Board’s Lahontan Regional Water Quality Control Board has an opening for an Administrative Officer (Supervisor I). This position oversees and provides supervision of a wide variety of administrative functions, including business services, personnel, budgets, contracts, procurement, invoices, office inventory, Public Records Act requests, records management, equipment maintenance, facilities maintenance, fleet, health and safety, training, document remediation for compliance with Web Content Accessibility Guidelines, and general operations for the Region. This position directly supervises six administrative staff and indirectly supervises three additional staff; these nine-admin staff work out of three offices and support the efforts of our technical staff to protect and preserve water quality throughout our region. This position can report to either our South Lake Tahoe office (2501 Lake Tahoe Blvd, South Lake Tahoe, CA 96150) or our Victorville office (15095 Amargosa Rd., Bldg. 2 Suite 210, Victorville, CA 92394). Eligible candidates must be able to report in person to one of these two locations. Some telework may be considered after six months in the position, depending on operational need and Governor directives.

The Lahontan Region encompasses many scenic vistas from the highest point (Mount Whitney) to the lowest point (Death Valley) in the contiguous US and diverse topography throughout. There are two Outstanding National Resource Waters, Lake Tahoe and Mono Lake, located within the Lahontan Region. Our employees are encouraged to enjoy all that the region has to offer in outdoor recreation, such as hiking, skiing, swimming, boating, fishing, rock hounding (gem, mineral, and fossil collecting), and camping to name a few!

Duties: 

The Supervisor I serves as the Administrative Officer for the region, supervises six analysts in three offices, and provides direction and guidance to the entire administrative division consisting of nine administrative staff. The Supervisor I is responsible for administering and managing a wide range of personnel, business services, and administrative functions for the Lahontan Water Board. Daily proficient utilization of the Microsoft 365 apps and services is required.

Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with Executive Order (EO) 22-25 after July 1, 2026.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment.  Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.
