Landhawk Consulting LLC is seeking a Resource Compliance Technician to support environmental and cultural resource compliance monitoring operations throughout the Texas border regions. The position primarily supports active construction and infrastructure projects, including border infrastructure corridors, access roads, remote monitoring areas, drainage features, riparian habitats, and dense brush communities.

The Resource Compliance Technician is an entry-level position that will maintain an active field presence, observe construction activities, document site conditions, identify potential environmental or cultural resource compliance concerns, and prepare structured daily and weekly monitoring reports. Additional assignments may occur throughout Texas, New Mexico, and Arizona based on active project and operational needs.

This position requires strong field awareness, accurate documentation, effective communication, and the ability to coordinate with construction personnel, biological monitors, cultural resource personnel, subcontractors, environmental compliance staff, and project managers.

Principal Responsibilities

  • Monitor active construction and ground-disturbing activities for compliance with applicable environmental and cultural resource protection measures.
  • Document environmental and cultural resource-related observations through organized field notes, coordinates, photographs, and structured monitoring reports.
  • Identify and communicate potential compliance concerns, changing site conditions, access limitations, and other notable field observations.
  • Maintain awareness of approved work boundaries, environmentally sensitive areas, cultural resource protection measures, access restrictions, and established avoidance buffers.
  • Coordinate ongoing monitoring activities with Landhawk personnel, construction representatives, subcontractors, environmental compliance staff, and other project personnel.
  • Support compliance with applicable environmental requirements, project commitments, protection measures, and operational monitoring expectations.
  • Support Migratory Bird Treaty Act-related monitoring efforts throughout active construction and infrastructure projects.
  • Observe and document Best Management Practice and Stormwater Pollution Prevention Plan-related conditions throughout active construction areas.
  • Maintain situational awareness around moving equipment, active construction activities, changing access conditions, uneven terrain, dense vegetation, and variable weather.
  • Coordinate with project managers and field personnel regarding assignments, access, monitoring priorities, and operational conditions.
  • Follow established environmental compliance, cultural resource, documentation, and site-safety protocols.

Minimum Qualifications

  • Associate or bachelor’s degree in Environmental Science, Biology, Wildlife Science, Natural Resources, Archaeology, Anthropology, or a related field.
  • Valid driver’s license and ability to meet applicable driver eligibility requirements.
  • Ability to meet any project-specific background screening, access, or security-clearance requirements, when applicable. Not all assignments require a security clearance.
  • Ability to travel and participate in rotational field deployments.
  • Ability to perform extended fieldwork, including prolonged walking and standing on uneven, rocky, muddy, or brush-covered terrain; working in remote locations with limited access to facilities; and exposure to extreme heat, direct sunlight, humidity, and changing weather. Field duties require adherence to hydration, heat-illness prevention, and site-safety procedures.

Knowledge, Skills, and Abilities

  • Knowledge of environmental and cultural resource monitoring practices.
  • Knowledge of field documentation and environmental compliance reporting procedures.
  • Skill in identifying and documenting changing site conditions and potential compliance concerns.
  • Skill in maintaining accurate field notes, photographic records, coordinates, and structured reports.
  • Ability to establish and maintain effective working relationships with Landhawk personnel, clients, subcontractors, construction representatives, and other project staff.
  • Ability to communicate field observations clearly, accurately, and promptly.
  • Ability to follow established project requirements, work boundaries, protection measures, reporting procedures, and safety protocols.
  • Preferred: Experience with ArcGIS Field Maps and ArcGIS Survey123 for mobile field data collection, location tracking, and standardized reporting.
  • Ability to submit complete, accurate, and timely monitoring records and promptly escalate potential compliance or safety concerns through designated project channels.

Work Schedule and Travel Requirements

This is a regular, full-time position, and employment continues between project assignments. The typical schedule is Monday through Friday, with approximately 40 hours per week anticipated during active assignments. Actual hours may vary with project availability, client requirements, weather, and operational needs; 40 hours of work are not guaranteed each week.

Employees may occasionally be asked to work Saturdays and Sundays with advance notice when required by project demands. Overtime will be compensated in accordance with applicable state and federal laws.
