(April 9, 2026) The Boquet River Association (BRASS) seeks a qualified independent contractor to help manage and complete projects related to riparian habitat restoration, fish passage, and dam removal projects throughout the Boquet River Watershed. This contract term is anticipated to be 25 weeks in 2026 with option to extend.

Key Contractor Responsibilities

(this list is not exhaustive)

  • Designing and managing large-scale, complex habitat restoration projects including budgets;
  • Closely collaborating with BRASS staff, board and advisors on all aspects of project development and implementation;
  • Managing vendors and resources to meet contractual obligations and deadlines;
  • Completing restoration plans, reports, contracts, and other technical documents;
  • Collaborating with subcontractors and BRASS staff to implement site-specific designs in various field settings;
  • Securing permitting from local, state and federal agencies;
  • Supporting scientific research in the context of restoration projects;
  • Identifying new priority sites and writing new project proposals;
  • Travelling to restoration projects for planning, monitoring, and project development;
  • Collaborating with local conservation communities and a wide variety of external partners.

Minimum Qualifications

BRASS seek a contractor that has a strong understanding of the underlying principles of river restoration, and at least three years of experience demonstrating these capabilities. Respondents are required to have experience with restoration of river channels, floodplains, riparian corridors, or native vegetation, preferably as lead contractor. Statements of Qualifications (SOQs) submitted by respondents without such experience will not be reviewed.

Specific desired qualifications:

  • Experience overseeing habitat restoration and dam removal projects from inception to completion;
  • Familiarity with standard ecological restoration and revegetation techniques, and general understanding of contracting;
  • Experience applying for and securing environmental permits for restoration projects;
  • Knowledgeable about NYS or similar state regulated environmental construction project process (design, environmental reviews, permitting, bid phase, etc.);
  • Knowledge of aquatic ecosystems, familiarity with fish passage and knowledge of diadromous species;
  • Experience completing plans, reports, contracts and other technical documents;
  • Budget management and tracking experience;
  • Excellent computer skills including spatial mapping software (ArcGIS), spreadsheets (Excel required), word processing, collaborative cloud-based programs, etc;
  • Strong interpersonal skills with the ability to establish and maintain effective working relationships with diverse groups of stakeholders;
  • Able to manage and prioritize multiple projects;
  • Willingness to work outside in the field on occasion, at times in difficult conditions.

Additional requirements:

Contractor must be incorporated and registered to do business in New York and is solely responsible for complying with all laws, including all taxes on payments made by BRASS. The contractor must carry and maintain professional liability insurance. Nothing in the agreement shall create any employment, joint venture, agency, or partnership relationship between the contractor and BRASS.

Time is of the essence in responding to this request which will remain open until a qualified contractor has been selected. After evaluation of all proposals, a shortlist of the top respondents will be identified for follow-up interviews. The Boquet River Association intends to select the contractor that is the most qualified and best suits the needs and interests of the projects. It is anticipated that the selected contractor will provide services within a week of contract execution.
