Working under the supervision of the Executive Director, the Restoration Project Manager will serve as the primary point of contact for project partners, consultants, and community stakeholders. Responsibilities include coordinating with contractors; liaising with landowners, partners, and regulatory agencies; facilitating meetings; managing schedules and project deliverables; and conducting targeted outreach to landowners, special organizations and stakeholders, local residents, and community groups.
This position plays a key leadership role in advancing the NOAA-funded Fish Passage project for the North Santiam Watershed Council. There may be opportunities to lead other watershed restoration initiatives in the North Santiam Watershed, as funding allows. The Restoration Project Manager will guide complex, multi-partner efforts that enhance fish passage, restore riparian and aquatic habitat, and strengthen community partnerships.
Project Management Duties (40%)
- Coordinate and schedule meet project objectives while working alongside all project partners, landowners, contractors, and NSWC Executive Director (ED) and staff. Communicate regularly and maintain strong relationships with all relevant partners.
- Oversee restoration projects from start to finish, including adherence to project design, schedule, budget, database and contractor updates, and permits, federal compliance and subcontract requirements under funders and grantee.
- Evaluate and document site conditions regularly. Track tasks and activities for reporting. Ensure completion of data collection, photo‐point monitoring, and other project monitoring tasks.
- Review invoices against contractor work performed and contract scope of work.
- Review budget and expenditures per project monthly-basis and update project tracking accordingly.
Collaboration and Community Engagement Duties (35%)
- Collaborate with NSWC staff and contractors; owners of project structures, adjacent landowners and land managers; community members; local, state and federal agencies; Tribal agencies; and other relevant partners to identify and coordinate project implementation within the scope of work and timeline of the grant and according to plans.
- Maintain communication through phone calls, emails, site visits, and all relevant methods with appropriate audiences.
- Organize, facilitate, and lead or co-lead an advisory committee and its meetings in a collaborative team setting.
- Lead or co-lead tours, presentations, public meetings, site visits, and volunteer events at project sites, and support planning, compliance and implementation.
- Develop outreach materials, coordinate review of materials with partners, and disseminate finished materials to appropriate audiences.
- Track engagement and communications for reporting through the use of a communications log.
Project Design and Development (10%)
- Develop restoration actions in collaboration with landowners, land managers, and project partners.
- Conduct field surveys to assess and document site conditions and identify restoration recommendations.
- Use ArcGIS and other tools to document site surveys; draft design elements and project boundaries.
- Manage contracting processes, including request for proposals (RFPs), bid review, selection, and award and assist with contracts development.
- Work with consultants and contractors to develop and deliver designs; and prepare permit applications and other technical assessments and documents with their support.
- Manage procurement of project supplies for implementation, as needed.
Project Resource Development and Grant Writing / Reporting Duties (10%)
- Research and identify funding opportunities. Prepare and review grant proposals and project budgets.
- Track grant reporting deadlines and prepare grant reports, including photo points, as-built maps, completed project metrics, and other documentation as required.
- Prepare, coordinate and participate in grantor project review site visits.
- Compile relevant information and prepare reports to meet grantor reporting requirements and to maintain NSWC’s project database.
Other Duties (5%)
- Attend regular staff meetings, NSWC Board meetings, and other partner meetings.
- Develop and update procedures for common tasks.
- Ensure regular file back-ups, proper file management, and maintain accurate administrative records for payroll, mileage, and expense tracking.
- Attend trainings, workshops, and conferences, as requested by ED.
- Other duties as assigned by the ED.
- Attend occasional evening and weekend activities in various locations in and near the watershed.
