This is not a State of Delaware merit position. It is a one-year contractual position with the opportunity to work long term.
The Kent Conservation District (KCD), a governmental subdivision of the State of Delaware, is seeking applicants for the contractual services position of Senior Administrative Specialist with the Delaware Department of Natural Resources and Environmental Control (DNREC), Division of Water – Wetlands and Waterways Section.
JOB SUMMARY
The selected candidate will manage the administrative activities within the Wetlands and Waterways Section (WWS). The Senior Administrative Specialist acts as the primary liaison between WWS and stakeholders, while providing excellent customer service.
The position will be responsible for document management, including electronic and hard-copy records. Administrative responsibilities are expected to be performed in an organized and efficient workflow to support the Section’s regulatory and permitting programs.
ESSENTIAL FUNCTIONS
Essential functions are fundamental, core functions and are not intended to be an exhaustive list of all job duties.
- Process administrative and program information using Microsoft 365, electronic databases, and Department information management systems.
- Serve as primary liaison between WWS, the public, applicants, consultants, and agency staff by providing information regarding Section services, permitting processes, regulations, policies, and procedures.
- Serve as primary point of contact for customers by responding to inquiries via telephone, email, and in-person.
- Provide excellent customer service through interactions with the public for permit applications and regulatory matters.
- Coordinate the intake, processing, and document management of applications and other regulatory submissions associated with activities such as docks, piers, shoreline stabilization, wetlands, subaqueous lands, and related projects.
- Maintain electronic and hard-copy records to ensure documents are accurately received, tracked, routed, retained, and accessible throughout the review process.
- Archive and purge records in accordance with applicable records-retention requirements, ensuring compliance with Delaware Public Archives requirements.
- Compose official correspondence, permits, and other documents for signature and distribution; and coordinate document routing.
- Receive and process application and permit fees; reconcile financial transactions; and prepare and submit the daily Reports of Receipts to Accounting.
JOB REQUIREMENTS
Applicants must have the following:
- One year of experience in performing administrative specialist work such as composing official documents, drafting and distributing communications or other materials, tracking and resolving issues with workflow, assisting with research, special projects or data/information management, or other similar work in support of administrative, technical, program, and/or office operations.
- One year of experience in using standard computer software/applications to create documents, develop spreadsheets, or maintain/update databases.
- One year of experience in collecting, compiling, and evaluating data from multiple sources to prepare reports, letters, or other administrative documents.
- Six months' experience in providing guidance and consultation to management, customers, and others on administrative matters.
CONDITIONS OF EMPLOYMENT
- Applicants must be legally authorized to work in the United States. The Conservation District shall require verification of identity, validating you are lawfully permitted to work in the United States beyond a temporary period without employment-based sponsorship.

- Direct Deposit of paychecks is required of all new employees.
- Possession of a valid Driver’s License is required (not suspended, revoked, cancelled, or disqualified from driving.)
