Job Description and Duties

The California Central Valley Regional Water Quality Control Board’s Rancho Cordova Office has an opening for a Supervising Water Resource Control Engineer (WRCE) overseeing key regional activities. The position is located at 11020 Sun Center Drive #200, Rancho Cordova, CA 95670.
The Supervising WRCE will serve as the Program Manager for the Central Valley Water Board’s Compliance and Enforcement (C&E) Program and as a Section Supervisor for staff working in the Region’s Rancho Cordova office. Section Supervisor responsibilities will include organizing, coordinating, and directing the work of a Groundwater Protection C&E Unit, a NPDES/Timber Harvest C&E Unit, and a Storm Water/Cannabis C&E Unit. In the role of C&E Program Manager, the Supervising WRCE will be responsible for developing and implementing an annual C&E Program workplan, which helps direct compliance and enforcement activities across the entire region to ensure consistent application of the State Water Board’s Enforcement Policy.
Duties:
The Supervising Water Resource Control Engineer (WRCE) will serve as both the Program Manager for the Central Valley Water Board’s Compliance and Enforcement (C&E) Program and a Section Supervisor for the Region’s Rancho Cordova office. In the role of Enforcement Program Manager, the Supervising WRCE will be responsible for developing and implementing the annual C&E Program workplan in alignment with the Central Valley Water Board’s Portfolio Management Framework, serving as the primary point of contact for the Enforcement Program, providing programmatic updates to Executive Management and the Board, and ensuring consistent implementation of the State Water Board’s Enforcement Policy across the Central Valley Regional Water Board’s three offices.

Working Conditions
Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with Executive Order (EO) 22-25 after July 1, 2026.
In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment. Proof of residency may be required.
Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.
In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.
