Virginia Association of Soil and Water Conservation Districts (VASWCD) Virginia Conservation Assistance Program (VCAP) Coordinator Position Announcement Join a team of high-performing motivated energetic professionals dedicated to cleaning up the Chesapeake Bay and improving water quality across Virginia. The Virginia Conservation Assistance Program (VCAP) is a key stormwater cost-share program that supports the installation of Best Management Practices (BMPs) throughout Virginia to improve water quality. VCAP makes tangible contributions to environmental quality in the lives of thousands of Virginians and their communities every year. The VCAP Coordinator is responsible for oversight and management of all VCAP efforts. The program is implemented through 47 Soil and Water Conservation Districts (SWCDs) working in coordination with the Virginia Association of Soil & Water Conservation Districts (VASWCD). The VCAP Coordinator is also responsible for providing ongoing program and policy guidance for participating districts, ongoing improvements to program procedures and documentation, serving as a liaison to the VCAP Steering Committee and Technical Advisory Committee, and providing ongoing guidance of program growth, management, and promotion.
Required Knowledge, Skills & Abilities
- Progressively responsible experience in program management, natural resource conservation, stormwater management, grant administration, project management, or related field.
- Excellent interpersonal and collaboration skills inherent in establishing and maintaining effective working relationships with a diversity of stakeholders.
- Considerable experience in data analysis, managing grants, budgets, contracts, reporting and funding programs as well as preparing grant proposals, technical reports, guidance documents, and/or policy materials.
- Expertise in facilitating stakeholder collaboration and building organizational partnerships.
- Demonstrated ability to work independently while exercising sound professional judgment.
- Ability to multi-task with excellent customer service skills, time management skills, sound critical thinking and problemsolving skills. Strong organizational skills with critical attention to detail.
- Communicates effectively both orally and in writing with ability to develop program materials with ability to speak to diverse groups and give effective presentations.
- Ability to be an effective manager who supervises a high-performing more junior professional.
- Comfortable working in a small group environment and a team player willing to contribute to overall team success.
- Ability to multi-task with excellent customer service, time management, critical thinking and problem-solving skills.
- Physical ability to perform assigned tasks involving loading, lifting and carrying moderate weight.
Minimum Requirements
- Four (4) year degree from an accredited college or university in environmental science, natural resources, or related field; or an equivalent combination of education, training, and experience.
- Experience: Prior relevant experience, 3+ years recommended, that includes program management, personnel, grant management, marketing and outreach, writing, public speaking, developing presentations, and/or data analysis
- Demonstration of a working knowledge of stormwater Best Management Practices (BMPs), and overall Soil and Water
- Conservation District (SWCD) efforts or equivalent combination of education and experience.
- Must have a valid Virginia driver’s license and must be willing to provide his or her own transportation (mileage will be reimbursed at the current mileage rate).
- Must be able to work a flexible work schedule to attend events as required outside of normal working hours.
- Includes regular independent travel, some overnight, and the ability to work remotely on occasion.
Salary: Dependent on qualifications (starting range $65,000 - $80,000). Full time, grant funded position.

Location: Successful candidate located in Central Virginia and may occasionally telework. Must be willing to travel.
