Spartanburg Water has an opening for a Water Programs Specialist. The successful candidate for this position will under occasional supervision, plans and manages the program activities of the Spartanburg Water’s Drinking Water Treatment related facilities ensuring compliance with all applicable policies, procedures, standards and regulations. Performs responsible administrative, and technical duties needed to manage all programs and assigned projects within the Drinking Water Treatment Facilities as well as applicable programs and projects within the Watershed Management Section, and other duties as assigned. Reports to the Drinking Water Treatment Manager.

Job Description

  • Provides assistance to Drinking Water Treatment (DWT) Leadership in developing both short and long-term strategies for applicable programs at the assigned facilities.
  • Conducts environmental audits of DWT Facilities, intakes, dams, residual handling facilities; prepares audit reports and reviews result of audit with manager.
  • Maintains the Spill Prevention Controls and Countermeasures Plan for applicable treatment facilities; coordinates inspections and production of reports.
  • Provides technical assistance in areas of statistical analysis, process optimization, equipment calibration, continuous improvement, experimental design, energy and sustainability, and other areas as assigned.
  • Reviews all program and project schedules and data for content, adequacy, accuracy and trending and recommends necessary adjustments to processes and systems based on data review.
  • Prepares and/or reviews necessary reports required by regulatory agencies and ensures accuracy and punctuality of reports. Prepares letters and other correspondence to regulatory agencies, customers, contractors, vendors, etc. as needed to obtain needed approvals and information from outside sources.
  • Develops and maintains Confined Space Inventory for assigned facilities. Maintains and replenishes supplies for first aid kits and safety shower/eyewash stations as assigned. Assists in maintaining departmental fire extinguisher inspection/maintenance program at assigned locations.
  • Assists section manager(s), lead operators, coordinator(s) and Department Managers in establishing and reviewing the budget for  the DWT Department ensuring adherence to budgetary requirements and procurement guidelines. Continuously reviews expenditures and makes recommendations for immediate and long term optimization.
  • Acts as an internal project manager for projects and programs impacting assigned facilities by serving as a liaison with engineering, contractor, and maintenance and construction resources as necessary to ensure proper scoping, execution, start-up and close-out of projects. Reviews proposed plant and system modifications and recommends changes as appropriate. Works with applicable department staff to ensure adherence to required schedules. Prepares monthly report for applicable Department Manager as required for project tracking. Ensures all applicable program reports are completed in accordance with the program requirements.
  • Assists in developing and maintaining the AWWA Partnership for Safe Water for Drinking Water Treatment Facilities. Also assists with the Drinking Water Treatment AWOP Program and other areas as assigned.
  • Supports Utility Management System initiatives and assists with various SOP’s, process mapping, flow charts, 5S and other continuous improvement initiatives. Applies statistical knowledge as appropriate and utilizes six sigma techniques, where applicable, for process improvement.
  • Provides and/or arranges technical work sessions, meetings and research in coordination with other departments, as necessary, to explore innovative or proven solutions for technical challenges.
  • Remains current and knowledgeable of local, State and Federal regulations pertaining to areas of responsibility.
  • Performs administrative/office duties including attending and conducting meetings, preparing reports and correspondence, entering computer data, reviewing mail, etc.
  • Attends, participates and conducts meetings with internal and external stakeholders as necessary to ensure proper communication and expectations of all parties. Works closely with other SW department personnel to ensure that the needs and objectives of the DWT Department and the entire organization are being met.
  • Assists in processing various operations reports, including daily/monthly operations summaries, water use reports, power generation reports and regulatory reports; submits assigned reports as required.
  • Assists Department Manager in the establishment of departmental goals and appropriate measures/indicators necessary to support the success of the SW Strategic Plan. Assists the Department Manager in the communication of goals to staff and the assessment of the department in achieving established objectives.
  • Continuously assists the Department Leadership in assessing department needs for staff development, training, process optimization, compliance enhancement, equipment replacement, capital expenditures, and revenue generation. Assists in development of cost analysis, return on investment, and other support information for the formulation, approval and implementation of proposals to meet department goals and objectives.
  • Works and coordinates with internal/external customers, SW support areas, Water Treatment personnel, and administrative staff to ensure that necessary reports, information and documentation are obtained, organized and controlled appropriately.
  • Performs other related duties as required.

Minimum Training & Experience

Requires a Bachelor’s degree in science, engineering, environmental health, or other related field, supplemented by two years of experience in project management, water treatment, compliance or environmental fields; or Master’s Degree in science, engineering, environmental health or other related field with 1 year experience in project management, water treatment, compliance or environmental fields. Statistical, analytical and applied research experience is preferred, as well as, a strong background in industrial safety. Must be proficient with office software, to include Microsoft Word, and Excel. Must have the ability to obtain certification in First Aid/CPR within one year and SC Water Treatment level “D” level licensure within two years (higher certification levels preferred). Must possess a valid driver’s license.
