The State Water Resource Control Board’s Division of Financial Assistance has an opening for a Water Resource Control Engineer in the Water Recycling Funding Unit. The position location is the CalEPA Building at 1001 I Street, 16th Floor, Sacramento, CA 95814.

Duties:

Under the close supervision of a Senior Water Resources Control Engineer, the Water Resource Control Engineer (WRCE) acts as a project manager for supporting and approving funding agreements for planning and construction recycled water projects. Knowledge of water/wastewater treatment systems and water pumping, storage, and distribution facilities is necessary for the incumbent to successfully manage projects in this position.  Some travel will be required.  Specific duties include: Provide overall project management of assigned funding applications, with a focus on providing technical assistance to applicants and other stakeholders. Review and analyze projects and proposals for technical/engineering soundness and feasibility, compliance with state and federal laws and regulations, and pertinent water quality orders and policies; Recommend changes, approval, or disapproval of funding applications, including preparation of Division or Board approvals as appropriate; Review of engineering plans and specifications, ensuring that proposed projects are consistent with funding program policy, and technically capable of meeting pertinent water quality orders and policies; Consult and coordinate with other State and Regional Water Board staff, and staff from other state and federal agencies, throughout the funding process; Provide overall project management of project applications selected for funding, including regular communication with engineers and other officials from the applicant’s organization; Monitor projects to evaluate progress and approve disbursement requests; Conduct site visits and inspections of funded facilities; Manage project files, supporting documentation, logs, site inspection reports, system files, etc.; Assist with the development of guidelines, policies, and procedures for implementation and administration of the Division’s various funding programs; Assist with the administration, development, and enhancement of the Division’s database and project management systems; and other special duties as assigned by management.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.
