Purpose: Responsible for monitoring, managing, and maintaining the Association’s lakes, ponds, streams and watersheds including water quality, dams, drainage and erosion control and related issues. Works under the general supervision of the Senior Environmental Resource Manager.

Essential Duties and Responsibilities:

1. Lake Management – Develops and manages budget; supervises staff and contractors involved in the maintenance and monitoring of four lakes and three ponds owned by the Association; responsible for algae and aquatic plant and fisheries management and the cooperative boat rental operation at Lake Anne; investigates new techniques to maintain, protect, and enhance water quality and related resources; coordinates with consultants and contractors and oversees the maintenance of the Association’s dams including monitoring, repairs and permitting.

2. Watershed Management – Plans and implements restoration activities of consultants and contractors; monitors and implements erosion/sedimentation control related to construction sites and develops costs for related projects. Oversees design, monitoring, maintenance, and restoration of stream channels, shorelines, docks and bulkheads.

3. Water Quality Monitoring – Manages water quality monitoring for streams and lakes.

4. Information and Educational Resource – Assists members, clusters and staff in providing maintenance program information; responds to requests from the Environmental Advisory Committee; responds to complaints and requests from members and others on problems with water resources and violations of rules and regulations; coordinates lakes, dams, ponds, and stream activities with Fairfax county, state, federal and other agencies.

5. Ability to maintain regular and reliable attendance, and abide by established policies and procedures.

6. Performs other duties and responsibilities as assigned.

Supervisory Responsibilities

Directly supervises one regular and up to four seasonal employees in the Watershed Management Division. Carries out supervisory responsibilities in accordance with the Association's policies and applicable laws. Responsibilities include interviewing, assisting in the hiring process, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and Experience - Bachelor's degree in Natural Resource Management or related field from a four-year college or university, plus a minimum of three years experience working in watershed management, including some supervisory or managerial experience.

Computer Skills - 
To perform this job successfully, an individual should have skill in using Microsoft Office applications. GIS/mapping skills desirable.

Other Skills and Abilities - 
Requires knowledge of environmental maintenance and management practices; methods, materials and tools used in lake, dam, stream, and watershed management; ability to communicate effective both orally and in writing; ability to plan and oversee a variety of maintenance and ecology-oriented projects; ability to analyze information and prepare reports; and skill in establishing and maintaining effective working relationships and interacting courteously with members and others outside the Association.

Other Qualifications - 
Requires valid driver's license and good driving record.

Decision-Making & Independence Exercised:
Employee may be required to formulate, interpret, or implement management policies or operating practices; provide consultation or expert advice to management or the public or represent RA before public audiences as a spokesperson or subject-matter expert; investigate and resolve matters of significance on behalf of management; and represent the Association in handling complaints, arbitrating disputes, or resolving grievances.

Tools, Equipment & Machines Used: 
Requires continuous use of a personal computer and occasional use of hand tools, as well as frequent operation of a motor vehicle.

Frequent contact with RA staff, employees from state and county agencies, consultants and contractors, and members.

Work Environment:
This job is performed both in an office setting and outdoors where the employee may be exposed to extreme temperatures, dirt, and lakes, streams, and ponds. The noise level in the work environment is usually quiet.

Physical Demands:
While performing the duties of this job, the employee is regularly required to talk, hear, walk, sit, and type, and may be required to occasionally lift and/or move up to 40 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception and ability to adjust focus.
