The purpose of this classification is to manage operations and staff involved in the maintenance of assigned Consolidated Government parks, facilities, and recreation areas. 

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Manages, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Organizes, prioritizes, and assigns work activities for parks and facilities maintenance: prioritizes work activities to meet objectives; ensures subordinates have the proper resources needed to complete the assigned work; monitors the status of work in progress and inspects completed work; consults with assigned staff to assist with complex and problem situations and provide technical expertise; and provides progress and activity reports to Deputy Director.
  • Develops and implements long- and short-term maintenance plans for assigned parks and facilities: researches, assesses, and develops strategies to meet current and future parks and facilities maintenance needs; and implements maintenance programs, changes, modifications, and/or enhancements.
  • Develops, implements, and updates policies and procedures for parks and facilities maintenance: formulates and develops work methods and practices, policies, standard operating procedures, and training programs; monitors implementation of rules and regulations; and updates policies and procedures as required.
  • Manages the maintenance of assigned parks, sports fields, cemeteries, marina, facilities, and other recreation areas: establishes and monitors implementation of preventative maintenance, turf management, irrigation, and other regular maintenance schedules; inspects parks, sports fields, cemeteries, marina, facilities, and other recreation areas; identifies needed repairs; receives, reviews and assigns work orders; and ensures completion of repairs and maintenance activities.
  • Coordinates procurement of goods, services, and materials for the department: ensures compliance with Consolidated Government purchasing policies and procedures; prepares and submits bid specifications and bid solicitation documents; makes recommendations regarding bid selection; reviews and approves invoices and annual contract renewals; monitors contract compliance; and maintains all related documentation.
  • Assists in developing and implementing budget: makes recommendations regarding budget allocations for staffing, equipment, and capital improvement needs; maintains related documentation; and monitors expenditures to ensure compliance with approved budget.
  • Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies, and procedures: ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure the safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.
  • Participates in public relations activities: serves on boards, committees, and associations as assigned; represents the Consolidated Government's interests; provides technical advice, guidance, and direction; and attends meetings and makes presentations as requested.

 MINIMUM REQUIREMENTS:

Education:    Bachelor's Degree, Associate's Degree, or High School Diploma based on experience

Experience: Five (5) years of experience with a Bachelor's Degree, seven (7) years with an Associate's Degree, or nine (9) years with a High school Diploma in parks maintenance to include lead or supervisory experience.

Knowledge/Skills/Abilities:

  • Considerable knowledge of principles and practices of maintenance, groundskeeping, horticulture, cemeteries and related services.
  • Familiarity with the concepts of training and risk management and safety loss control programs.
  • Proficiency in principles of computer systems and complex record-keeping system
  • Good communication skills, both written and oral.
  • Demonstrated ability to work independently and to supervise others.
  • Ability to write reports and make presentations before a large audience.
  •  Strong people skills

Licensing/Certification: 
Possession of a valid driver’s license with good driving history.  If State license is other than Georgia or South Carolina, an applicant must obtain a license in Georgia or South Carolina within 30 days of employment.

  • Math:  Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may include the ability to perform mathematical operations with fractions; may include the ability to compute discount, interest, and ratios; may include the ability to calculate surface areas, volumes, weights, and measures.
  • Functional Reasoning:   Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
  • Situational Reasoning:  Requires the ability to exercise judgment, decisiveness, and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
  • Physical Abilities:   Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
  • Sensory Requirements:   Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
  • Environmental Factors:   Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, humidity, rain, fumes, machinery, vibrations, electric currents, traffic hazards, animal/wildlife attacks, or animal bites.
